MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

DECEMBER 26, 2002

Chairperson Thompson called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.

Unless otherwise noted, all actions were taken unanimously.

Motion by Stutsman, second by Lehman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Neuzil, second by Stutsman, to approve the minutes of the formal meeting of December 19, 2002.

Motion by Harney, second by Lehman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Harney, to approve and authorize the Chairperson to sign a Renewal Application for a Class C Beer Permit, and Application For Sunday Sales Privilege for Bryson Clark Ltd, Swisher, as submitted by James Bryson and Barbara Clark.

Motion by Stutsman, second by Neuzil, to set a public hearing on Thursday, January 9, 2003 at 5:45 p.m. for FY 2003 budget amendment.

RESOLUTION 12-26-02-01

VACATING A PORTION OF PUTMAN STREET NE

Whereas, a public hearing was held on Thursday, December 19, 2002, at 9:15 a.m. in the Board Room of the Johnson County Board of Supervisors on the proposed vacation and closure of a portion of Putman Street NE, described as follows:

(Road Vacation 02-2002): to vacate all of Johnson County’s interest and title in that portion of Putman Street NE located adjacent to Lots 1 through 17 of Block 20, Lots 1 through 17 of Block 15, and Lots 8 through 14 of Block 16 of the plat of Morse as recorded in Book 31, page 422.

Whereas, no objections were received on Road Vacation 02-2002; and

Whereas, said part of present right of way is no longer required for use by the public for highway purposes and will not hereafter be required for construction or maintenance purposes for any highway;

Therefore, be it resolved that all of the above described street, together with any and all rights of Johnson County in and to the same are hereby closed, vacated, and abandoned, and Johnson County hereby disclaims any right, title or interest in and to said part of present right of way to the use thereof, for any purpose whatsoever.

Motion by Lehman, second by Harney, to approve Resolution 12-26-02-01.

Motion by Stutsman, second by Neuzil, to approve and authorize the Chairperson to sign a letter transferring administrative authority and fiscal agent responsibility for the Grants to Counties Well Program to Johnson County Public Health.

Motion by Lehman, second by Harney, to approve and authorize the Chairperson to sign a letter to accompany the work group report of the Muslim Youth Camps of America Environmental Assessment to the Corps of Engineers.

Motion by Stutsman, second by Neuzil, to re-appoint Alan Miller to the East Central Iowa Council of Governments ISTEA Technical Advisory Committee for a term ending January 1, 2006.
