MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

JANUARY 23, 2003

Chairperson Harney called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.

Unless otherwise noted, all actions were taken unanimously.

Motion by Neuzil, second by Lehman, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors. Roll call: aye: Neuzil, Harney, Lehman, Thompson; nay: Stutsman.

Motion by Lehman, second by Thompson, to approve the minutes of the formal meeting of January 16, 2003.

Motion by Thompson, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Lehman, to approve and place on file the Sheriff’s second quarterly report for FY 2002-2003 signed by County Sheriff Bob Carpenter.

RESOLUTION 01-23-03-B1

RESCINDING RESOLUTION 01-16-03-B1

Whereas, Resolution 01-16-03-B1 "FY03 APPROPRIATION CHANGES TO CENTRAL SERVICES (DEPT 18), AND INSURANCE (DEPT 22)" was passed to temporarily alleviate a budget appropriation shortage in the Insurance Department by transferring appropriation authority from the Central Services Department; and

Whereas, it was determined on January 16, 2003 that the January 9, 2003 budget amendment which appropriated an additional $144,311 into the Central Services Department was invalid because publishing requirements were not met, causing a similar appropriation shortage in the Central Services Department.

Therefore be it resolved that Resolution 01-16-03-B1 is hereby rescinded.

Motion by Thompson, second by Stutsman, to approve Resolution 01-23-03-B1.

RESOLUTION 01-23-03-B2

APPROPRIATING 100% OF FY03 BUDGET FOR INTERPROGRAM SERVICES SERVICE AREA WITHIN DEPT. 18-CENTRAL SERVICES

Be it resolved that the following amounts itemized by Fund, Department, and Service Area are appropriated through the fourth quarter of the fiscal year beginning July 1, 2002, from the resources of each fund so itemized.

General Basic Fund:

Dept. 18-Central Services (Interprogram Services) budget $292,462, this appropriation $73,115, year-to-date appropriation $292,462 or 100% of original budget.

Motion by Lehman, second by Thompson, to approve Resolution 01-23-03-B2.

RESOLUTION 01-23-03-B3

FY03 APPROPRIATION CHANGES TO INSURANCE DEPARTMENT (DEPT. 22), AND PHYSICAL PLANT DEPARTMENT (DEPT. 17)

Whereas, due to an unexpected increase in insurance premiums that were not budgeted, the Interprogram Services Service Area for the Insurance Department will deplete its funds on February 1, 2003; and

Whereas, the Physical Plant Department temporarily has available funds in its budget; and

Whereas, pursuant to section 331.434(6) of the Code of Iowa, a department appropriation may be decreased without a public hearing if the decrease is not more than the greater of $5,000 or ten percent of the department’s total budget; and

Whereas, the Physical Plant Department has agreed to temporarily decrease its appropriations from its budget by $43,600; and

Whereas, it is the intention of the Board to reverse this appropriation decrease following a budget amendment prior to the end of the fiscal year.

Therefore, be it resolved that the Insurance Department is herewith appropriated an additional $43,600 from the Physical Plant Department for a total appropriation of $598,600 for fiscal year 2002-2003, and that the appropriation for the Physical Plant Department is correspondingly decreased by $43,600 for a total of $594,713 for fiscal year 2002-2003. The effected county service area is Interprogram Services, which remains unchanged at $3,703,022.

Motion by Neuzil, second by Stutsman, to approve Resolution 01-23-03-B3.

Motion by Stutsman, second by Thompson, to approve and authorize the Chairperson to sign the application for State Reimbursement for Counties for Substance Abuse Funding Fiscal Year 2004 in the amount of $10,000.
