MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
JANUARY 30, 2003
Chairperson Harney called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.
Unless otherwise noted, all actions were taken unanimously.
Motion by Stutsman, second by Neuzil, to approve the claims on the Auditor’s Claim Register, as approved by a majority of the Supervisors.
Motion by Thompson, second by Lehman, to approve the minutes of the formal meeting of January 23, 2003.
Motion by Lehman, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
RESOLUTION 01-30-03-Z1
Be it Resolved by the Johnson County Board of Supervisors in session held on January 30, 2003, as follows:
That a public hearing be set for the following application requesting approval of a Conditional Use Permit for a Home Business:
1. Application CU03001 of Steve Seelman requesting a Conditional Use Permit to operate a recreational vehicle sales & repair shop as a home business on property described as being located in the NW 1/4 of the NW 1/4 of Section 17, Township 79 North, Range 7 West of the 5th P.M. in Johnson County, Iowa. This parcel is located on the south side of IWV Road SW, approximately 1/8 mile west of its intersection with Half Moon Avenue SW in Union Twp. (2449 IWV Road SW, Oxford, IA., 52322).
Now Therefore be it Resolved
1. That a public hearing be held on the 20th day of February, 2003, at 9:00 a.m., in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the above applications.
2. That the Johnson County Auditor be authorized to publish the official notice of the above public hearing.

Motion by Neuzil, second by Stutsman, to set the date for public hearing on Thursday, February 20, 2003 at 9:00 a.m. for FY 2003 budget amendment.

Motion by Stutsman, second by Lehman, to approve and authorize the Chairperson to sign a contract and contractor’s bond with Iowa Bridge & Culvert, L.C. for Johnson County project BROS-C052(53)--8J-52 (bridge replacement with approach grading over Clear Creek on Half Moon Avenue NW in Section 32-80-7) in the amount of $334,112.81.
Motion by Thompson, second by Lehman, to approve and authorize the Chairperson to sign a contract and contractor’s bond with L.L. Pelling Co., Inc. for Johnson County project FM-C052(59)--55-52 (HMA resurfacing of Mehaffey Bridge Road and 180th Street from approximately 1,050’ North of Cottage Reserve Road Northeasterly approximately 2.12 miles to approximately 260’ West of Racine Avenue) in the amount of $293,359.90.
RESOLUTION 01-30-03-01
RESOLUTION OF SUPPORT FOR THE IOWA CITY COMMUNITY SCHOOL DISTRICT BOND REFERENDUM TO BE HELD ON FEBRUARY 11, 2003
Whereas, the Johnson County Board of Supervisors recognizes the importance of education to the overall success and quality of life in a community; and
Whereas, the Iowa City Community School District provides superior educational opportunities to its students across a broad spectrum of interests; and
Whereas, enrollment in the Iowa City Community School District is growing at such a rate that the present facilities are becoming overcrowded, and, in some cases are already overcapacity; and
Whereas, the Iowa City Community School Board has outlined a plan to ease the overcrowding and improve educational opportunities by improving existing facilities and constructing additional facilities throughout the school district; and
Whereas, said facilities will be financed via the issuance of $39 million in bonds, which is the subject of the February 11, 2003, referendum; and
Whereas, the Johnson County Board of Supervisors feels it is necessary to address the overcrowding issue to ensure the quality of education provided to the students; and
Whereas, passage of the February 11, 2003, bond referendum is necessary to ensure the quality education of our young people into the coming years.
Now, Therefore Be It Resolved, by the Johnson County Board of Supervisors, that this Board supports the Iowa City Community School Board’s efforts to pass the School Bond referendum scheduled for February 11, 2003. Further, the Johnson County Board of Supervisors urges citizens to become informed on the issue and vote on February 11, 2003.

Motion by Stutsman, second by Thompson, to appoint Eve Casserly to the Johnson County Senior Center Commission for an unexpired term ending June 30, 2003.
