MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

FEBRUARY 5, 2003

Chairperson Harney called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:07 a.m. Members present were: Pat Harney, Mike Lehman, Terrence Neuzil, Sally Stutsman, and Carol Thompson.

EXECUTIVE SESSION: PRE-EVALUATION OF MENTAL HEALTH DEVELOPMENTAL DISABILITIES DIRECTOR ELAINE SWEET

Motion by Thompson, second by Stutsman, to enter into Executive Session at 9:07 a.m. for an annual evaluation of Mental Health/Developmental Disabilities Director Elaine Sweet under section 21.5(1.i), Code of Iowa, "to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session." Roll call: aye: Neuzil, Stutsman, Harney, Lehman, Thompson.

Recessed at 10:27 a.m.; reconvened at 10:35 a.m.

Motion by Thompson, second by Stutsman, to leave Executive Session at 11:20 a.m. Roll call: aye: Neuzil, Stutsman, Harney, Lehman, Thompson.

EXECUTIVE SESSION: SIX MONTH PRE-EVALUATION OF FACILITIES MANAGER DAVID KEMPF

Motion by Thompson, second by Lehman, to enter into Executive Session at 11:20 a.m. for an annual evaluation of Facilities Manager David Kempf under section 21.5(1.i), Code of Iowa, "to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session." Roll call: aye: Neuzil, Stutsman, Harney, Lehman, Thompson.

Motion by Stutsman, second by Thompson, to leave Executive Session at 11:48 a.m. Roll call: aye: Neuzil, Stutsman, Harney, Lehman, Thompson.

Recessed at 11:48 a.m.; reconvened at 11:50 a.m. in the office of County Recorder Kim Painter for a Site Visit.

SITE VISIT WITH COUNTY RECORDER KIM PAINTER

County Recorder Kim Painter gave the Board a tour of her office and described the various functions that they perform and the way the office is laid out. She said that most of their business at the front counter is requests for copies of birth, death and marriage certificates.

Painter said that their office does boat licenses. Thompson asked if this pays for itself. Painter said that it pays for the equipment that they need to do them.

Next, Painter showed the public search area. She showed the Board a plat on the computer and said that this is the first year that plats are available on the computer for search. Thompson asked if Recorder's information is on the GIS system. Painter said that it isn't yet because their system is name driven, but a time will come to figure it out. Painter reported that Recorder's Office information will be on the internet available for public search May 5, 2003.

Painter showed the Board her record books, some of which contain adoption information. She said that $24,000 to $30,000 would take care of 5 years of books. She said that initially she had been saving money to be on the web.

Painter explained that one project she would like to take on for the Recorder's Office is passports. Painter said that if they were to do passports they would keep $30 per passport from the fee. She said this would generate approximately $8,000 to $10,000 per year.
