MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
OCTOBER 23, 1997
Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Joseph Bolkcom, Jonathan Jordahl, Sally Stutsman, and Charles Duffy; Stephen Lacina arrived at 9:03.
Unless otherwise noted, all actions were taken unanimously.
Motion by Duffy, second by Jordahl, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors. Roll call: aye: Bolkcom, Jordahl, Stutsman, Duffy; absent: Lacina.
Motion by Bolkcom, second by Jordahl, to approve the minutes of the formal meeting of October 16, 1997. Roll call: aye: Bolkcom, Jordahl, Stutsman, Duffy; absent: Lacina.
Motion by Bolkcom, second by Duffy, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors. Roll call: aye: Bolkcom, Jordahl, Stutsman, Duffy; absent: Lacina.
Motion by Bolkcom, second by Duffy, to accept and place on file the Treasurer's Semi-annual Settlement of the Board of Supervisors for the period beginning January 1, 1997 and ending June 30, 1997, as submitted by County Treasurer Cletus Redlinger.
Motion by Lacina, second by Jordahl, to appoint Cheryl Whitney, Craig Mosher, and Sally Stutsman as management members to the Department of Human Services Labor Management Committee and to appoint Sally Murray, Janet Lyness, and Joe Bolkcom as alternates.

AUTHORIZING APPLICATION TO SPONSOR THE IOWA RIVER VALLEY RESOURCE CONSERVATION AND DEVELOPMENT PROGRAM
Be And It Is Hereby Resolved by the Johnson County Board of Supervisors to authorize the Chairperson of the Board to sign an application to sponsor the Iowa River Valley Resource Conservation and Development (RC&D) program.
Motion by Lacina, second by Duffy, to approve Resolution 10-23-97-01.
Motion by Bolkcom, second by Lacina, to appoint Jonathan Jordahl to the Diverse-Cities Team.
Motion by Lacina, second by Jordahl, to approve a Social Worker position for the Mental Health/Developmental Disabilities Services Department.
Motion by Lacina, second by Duffy, to appoint Sally Stutsman as an alternate to serve on the East Central Iowa Council of Governments, Board of Directors and Job Training Partnership Act Committee.
Application S9758 Kevin Kidwell requesting final plat approval of Kidwell Estates, Part Two , a subdivision described as being located in the NW 1/4 of the NW 1/4 of Section 3 and the NE 1/4 of the NE 1/4 of Section 4; all in Township 80 North; and the SE 1/4 of the SE 1/4 of Section 33; Township 81 North; Range 6 West of the 5th P.M. in Johnson County, Iowa. (This is a 5-lot, 52.18 acre, residential subdivision, located on the west side of Sugar Bottom Road NE approximately 1/2 mile east of its intersection with Mehaffey Bridge Road NE in Newport and Big Grove Twp.)

APPROVING FINAL PLAT AND SUBDIVIDER'S AGREEMENT OF KIDWELL ESTATES, PART TWO, JOHNSON COUNTY, IOWA.
Whereas, the owner has filed application S9758 for approval of a final plat of Kidwell Estates, Part Two.
Whereas, the County Zoning Commission having studied said application recommends that the plat be approved.
Now, Therefore, Be It Resolved By The Board Of Supervisors Of Johnson County, Iowa:
1. That said plat be approved.
2. That the Chairperson be directed to sign said plat and Subdivider's Agreement.
3. This Resolution requires the recording of the following documents: Owner Certificate; Title Opinion; Treasurer's Certificate; Subdivider's Agreement; Consent of Mortgagee; Fence Agreement; Soil Erosion and Sediment Control Plan; Resolution Affirming the Stability of the Current Road System

Application S9759 of Kevin Kidwell requesting final plat approval of Kidwell Estates Part Three, a subdivision described as being located in the East 1/2 of the SE 1/4 of Section 33; Township 81 North; Range 6 West of the 5th P.M. in Johnson County, Iowa. (This is a 5-lot, 48.73 acre, residential subdivision, located on the east side of Sugar Bottom Road NE, approximately 1/4 of a mile east of Mehaffey Bridge Road NE in Big Grove Twp.)
