MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

OCTOBER 30, 1997

Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:01 a.m. Members present were: Jonathan Jordahl, Sally Stutsman, Stephen Lacina, and Charles Duffy; Joseph Bolkcom arrived at 9:02 a.m.

Unless otherwise noted, all actions were taken unanimously.

Motion by Lacina, second by Duffy, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors. Roll call: aye: Jordahl, Stutsman, Lacina, Duffy; absent: Bolkcom.

Motion by Lacina, second by Jordahl, to approve the minutes of the formal meeting of October 23, 1997.

Motion by Lacina, second by Bolkcom, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Lacina, second by Duffy, to accept the Recorder's Quarterly Report of Fees Collected for the quarter ending September 30, 1997, as submitted by County Recorder Deborah Conger.

Motion by Lacina, second by Bolkcom, to approve the Social Services unit collective bargaining agreement for FY 1997-2000.

RESOLUTION 10-30-97-01

ADOPTING PROPOSED PLANS AND SPECIFICATIONS, PROPOSED FORM OF CONTRACT, FIXING COST ESTIMATE AND SETTING PUBLIC HEARING ON REMODELING OF PROPERTY AT 417 SOUTH CLINTON STREET, IOWA CITY, IOWA TO PROVIDE A COURTROOM AND OFFICE SPACE

RESOLVED that remodeling of portions of the Johnson County Courthouse at 417 South Clinton Street, Iowa City, Iowa, to provide an additional courtroom and office space is deemed necessary; and

RESOLVED that the plans, specifications, and form of contract prepared at the request of the Board of Supervisors by architects Neumann Monson PC, are adopted herewith as the proposed plans, specifications, and form of contract in connection with the said improvement, to-wit: remodeling of portions of the Johnson County Courthouse at 417 South Clinton Street, Iowa City, Iowa, to provide an additional courtroom and office space, as well as two alternate bids, the first for remodeling the two third floor Courthouse rooms for judges chambers, and the second for improvements to the heating and air-conditioning of the Southeast side of the first floor of the courthouse.

RESOLVED that said plans, specifications, and form of contract are available for inspection in the office of the Johnson County Auditor, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa; and

RESOLVED that the estimated cost of the improvement is $190,000.00;

BE IT FURTHER RESOLVED that, in accordance with Sections 331.341 and 384.102, Iowa Code (1997), a public hearing on said proposed plans, specifications, and form of contract, and estimated cost of the improvement is set for the 13th day of November, 1997, at 5:30 o'clock P.M., C.S.T. in the office of the Johnson County Board of Supervisors, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa. The Auditor is directed to publish notice of the hearing.

Motion by Lacina, second by Duffy, to approve Resolution 10-30-97-01.

Motion by Lacina, second by Bolkcom, to reschedule the following meetings: the informal meeting of November 11, 1997 to be held November 13, 1997 at 5:00 p.m.; the formal and informal meetings of November 20, 1997 to be held November 18, 1997; and the formal and informal meetings of November 27, 1997 to be held November 25, 1997.

Motion by Bolkcom, second by Duffy, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Gene Zdrazil, 6090 River Junction Road SE, Lone Tree, on December 31, 1997.
