MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

NOVEMBER 6, 1997

Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:01 a.m. Members present were: Joseph Bolkcom, Jonathan Jordahl, Sally Stutsman, Stephen Lacina, and Charles Duffy.

Unless otherwise noted, all actions were taken unanimously.

Motion by Duffy, second by Lacina, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.

Motion by Bolkcom, second by Lacina, to approve the minutes of the formal meeting of October 30, 1997.

Motion by Lacina, second by Bolkcom, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Bolkcom, second by Lacina to approve Needs Assessments for Johnson County G.I.S. by ProMap and Sidwell.

Motion by Lacina, second by Duffy to approve and authorize Chairperson to sign a three year trade-in lease with Martin Equipment Company for $100,750.00 total cost regarding John Deere 770CH Motor Grader.

Motion by Lacina, second by Jordahl, to approve and authorize Chairperson to sign FY ‘98 subcontracts with the following participating agencies in the Juvenile Crime Prevention Community Grant from the Division of Criminal and Juvenile Justice Planning: Iowa City Community School District; Big Brothers Big Sisters of Johnson County; Mid-Eastern Iowa Council on Chemical Abuse; Mayor's Youth Employment Program; Neighborhood Centers of Johnson County; United Action for Youth; and Youth Homes, a Division of Four Oaks.

Motion by Duffy, second by Lacina to approve and authorize Chairperson to sign an Administrative Services and Financial Agreement for Blue Cross and Blue Shield of Iowa and Delta Dental Plan of Iowa for Johnson County and Associated Companies.

Motion by Lacina, second by Bolkcom, prioritizing Intermodal Surface Transportation Efficiency Act (ISTEA) enhancement applications, ranking Johnson County's project as number one and ranking all other projects as tied for number two priority.

Motion by Lacina, second by Duffy, prioritizing Surface Transportation Program (STP) applications for Johnson County: the IWV Road Paving first; the North Wapsi Avenue Resurfacing second; and the South Wapsi Avenue Resurfacing third.

Motion by Lacina, second by Bolkcom, to approve and authorize chairperson to sign a one month extension through the month of November for the S.E.A.T.S. contract with the City of Iowa City.

Motion by Lacina, second by Bolkcom, to accept the certificate of substantial completion for the Johnson County Courthouse Garage Renovation.

Motion by Jordahl to change the computer technology purchase approval process as follows: information technology purchase requests go to the Director of Information Services; the Director will assess how the request fits with the Five Year Plan; if the Information Services Director approves the purchase, it may proceed; if the purchase is not approved and the department wishes to appeal, the request shall be forwarded to the 3-person Information Services Committee, consisting of the Director of Information Services and two members of the Board of Supervisors. The motion died for lack of a second.

Motion by Lacina, second by Duffy, to approve change in computer technology approval process: to expedite the timeliness of a request the Information Services Director review the application; and in the event it is turned down, an appeal will go to the Board of Supervisors. Roll call: aye: Bolkcom, Stutsman, Duffy, Lacina; nay: Jordahl.

Motion by Lacina, second by Duffy, to approve and authorize Chairperson to sign an equipment maintenance agreement with Digital Communications of Iowa for the telephone system in the County Administration Building.

Motion by Bolkcom, second by Lacina, to approve and authorize Chairperson to sign Community Outcomes Project grant for $5,310.00.
