MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

DECEMBER 4, 1997

Chairperson Stutsman called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:00 a.m. Members present were: Joseph Bolkcom, Jonathan Jordahl, Sally Stutsman, Stephen Lacina, and Charles Duffy.

Unless otherwise noted, all actions were taken unanimously.

Motion by Lacina, second by Bolkcom, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.

Motion by Lacina, second by Jordahl, to approve the minutes of the formal meeting of November 25, 1997. Roll call: aye: Jordahl, Stutsman, Duffy, Lacina; abstain; Bolkcom.

Motion by Lacina, second by Duffy, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Request to amend Ordinance 05-10-84-Z2 and Application Z8410 by amending the legal description of a 1 acre zoning parcel within Lot 1 of MacKenzie's First Addition of Bradford Houser. The parcel is located in the NW 1/4 of the SW 1/4 of Section 20; Township 80 North; Range 6 West of the 5th P.M. in Johnson County, Iowa. (Penn Twp.)

Motion by Lacina, second by Duffy, to waive the requirement of three considerations before amending an ordinance and to approve the request to amend the legal description of Ordinance 05-10-84-Z2 and Application Z8410 on first and second consideration. Roll call: aye: Bolkcom, Jordahl, Stutsman, Lacina, Duffy.

Motion by Lacina, second by Duffy, to accept the County Recorder's Report of Fees Collected for the month of October, 1997, in the amount of $108,913.11, as submitted by County Recorder Deborah Conger.

Motion by Lacina, second by Duffy, to approve and authorize Chairperson to sign the Emergency Medical Services Training Money Contract in the amount of $10,235.

Motion by Lacina, second by Bolkcom, to accept the resignations of Mary Blumenstein and Barbara Smith from the Johnson County Cluster/Social Welfare Board and authorize the Chairperson to send a letter and certification of appreciation.

Motion by Bolkcom, second by Lacina, to approve Family Farm Tax Credits signed in 1997 as recommended by Johnson County Assessor Jerry Musser.

Motion by Bolkcom, second by Lacina, to approve Family Farm Tax Credits signed in 1997 as recommended by Iowa City Assessor Dan Hudson.

Motion by Lacina, second by Duffy, to approve and authorize Chairperson to sign a one month extension through the month of December for the S.E.A.T.S. contract with the City of Iowa City.

Recessed to informal meeting of December 2 and 4, 1997 at 9:11 a.m.; reconvened at 9:15 a.m.

Motion by Bolkcom, second by Jordahl, to approve and authorize Chairperson to sign the grant application to Heritage Area Agency on Aging for transportation to and from Senior Dining.

Motion by Bolkcom, second by Jordahl, to encourage County Public Health Director Graham Dameron to fund as much as the necessary costs for the pertussis outbreak out of the existing 1998 department budget and to support additional funding for the Johnson County Department of Public Health as needed beyond existing County Department of Public Health resources.

Motion by Lacina, second by Bolkcom, to approve the Johnson County Space Analysis Study as proposed by Dwight Dobberstein, in an amount not to exceed $4,000.

Motion by Lacina, second by Duffy, to approve and authorize Chairperson to sign the 28E Agreement for the East Central Iowa Employment and Training Consortium.

Motion by Duffy, second by Lacina, to appoint Jim Lane to the Compensation Board for a term ending June 30, 2001.
