Bolkcom: Does anybody have a report this evening they would like to share with us.
Lacina: We had a question the other day on the year 2000 effect on our telephone system. Serving on the Board of Directors for 6th District and our phone system had a similar problem. And it was covered under the maintenance contract. So I did call Cheryl and gave her the information and we'll take a look at the maintenance contract. Logically if the system goes down we have a maintenance contract that would cover it. So we're going to pursue that. There was another question that came up in that department head meeting I forget what that was now.
Jordahl: If the system goes down we're covered but what about the purchase of the upgraded software.
Lacina: Under our contract, 6th District's was covered under the maintenance agreement. If it fails it fails for whatever reason and so they upgraded it under that maintenance contract expense.
Jordahl: We don't know how that applied to Cheryl's situation yet?
Lacina: Depends upon the maintenance contract.
Bolkcom: All right. That's good.
Lacina: Oh, and the other thing I did, I also pulled a document which I gave our Human Resources Director pertaining to keeping track of even vacation time and comp time under the FSLA legislation; if you do then they can become unexempt from the provisions of that. So she's got that which is a pretty strict interpretation, but we need to take a look at that later.
Bolkcom: Charlie do you have a report today?
REPORT (DUFFY): ATTENDED AIR SHOW AND ATTENDED REGINA BARBECUE PORK DINNER
Duffy: I got some but they have a little age on them. I think it was last Sunday I went down to the airport. They had this air show that they have every year. Model airplanes, they had skydivers. That really hit the mark, just amazing. Nice pancake breakfast and a car show. I usually go to that and they have a large crowd. But there's a lot of things going on over the weekend and you can't hit every one of them. I did help out at Regina at the barbecue pork dinner. We went through 700 pounds of pork. I know there were other things, like I say I just couldn't hit them all.
Lacina: Congratulations to Regina on their football win the other night.
Bolkcom: Oh, yes.
Lacina: It was a long time coming and the kids worked hard. We did go down and watch that game. It was fun to watch.
Stutsman: Good.
Duffy: Congratulations Marty and your son. Pretty husky kid and then he's a pretty good football player.
Lacina: They all work as a team.
Bolkcom: Great. Jonathan.
REPORT (JORDAHL): FUTURE AGENDA ITEMS
Jordahl: There are a number of things I'd like to talk about but I really think they should become agenda items rather than simply report on dealing with annexation policy. We've had some discussions about that. I was present at a meeting in Des Moines that went into that. I met with the Mayor of Des Moines on that topic on the day that editorial in the paper that you may have seen. I think we should just put probably annexation that has a general topic on the agenda when we have time for it. I don't know what next Tuesday looks like, but I want to discuss that generally. Another related item I went to a meeting in Coralville looking at their trail planning and I've got a call in to Tom Dunbar, Dunbar Jones, that's the organization that did the or is doing the trails design and planning project for Coralville. Looking into the possibility that some kind of coordinated plan, not necessarily to build something on our own but even just to state what our plans will be in the future, whenever we can afford to do so, would help Coralville with their application and there's a sort of regional linking going on with North Liberty and the University and Iowa City working jointly and the County hasn't adopted any kind of plan that does exist but JCCOG developed and we haven't signed off on that. But that's another item I would like to see put on the agenda is coordinated trials planning. Again I don't know if Tuesday there is maybe room for this or not. But if not Tuesday then the following Tuesday.
Lacina: Possibly the following Tuesday since Charlie and I are giving depositions on Wednesday.
Stutsman: Yes.
Jordahl: Too much to talk about right now.
Bolkcom: Anything else?
Jordahl: Everything else is stuff we've been working on jointly as a Board here and (inaudible).
Bolkcom: Sally.
Stutsman: Went and attended a public hearing concerning the South Gilbert Street Commercial Corridor Traffic Study. I and Graham Dameron went from, Graham is from the Health Department. One of the plans that they have presented would have a definite impact on the Health Department. So we went and were interested in what they had to say and gave our input as to what kind of impact that would have for the Health Department and traffic flow and things. So we will continue to monitor that and see what they decide and how that's going to impact the Health Department and ties in with our space needs.
Lacina: From City Council's comments it sounds like they don't want to put a lot of money into the project, is that right?
Stutsman: I went to the hearing late so I didn't get the introductory comments, so I don't know. I haven't had a chance to read the article in the paper talking about it. My understanding is that it's probably three or four years into the future, a minimum of 2 years. So they still have some time to get public input and a discussion about which routes to take as far as changes in Gilbert Street. So keep abreast of that and keep the Board informed of what's going on.
Bolkcom: Anything else, Sally?
Stutsman: Well, I had a JCCOG meeting yesterday and there were some changes in what's happening with enhancement funds on the State level. I need to do a little bit more research on that before I present a report to the Board. They are asking for some public comments before October 15th. I need to get better versed on that, so it might be an opportunity for the Board to make some public comments if they were interested in that. Other than that they gave an update on the new ISTEA funding and just kind of an update of what's going on with different projects that they're working on. That's it.
Bolkcom: Good. I had several items. One I served last week on a committee that the Board of Health has organized on their update of their wastewater rules. The State changed the State rules and as a result we need to make some modifications on our own. They have organized a work committee basically that met last Thursday for 3 hours to basically review this amendment to the Wastewater Ordinance and that will be going to the Board of Health and then onto us sometime later this fall. But I just wanted to let you know that was out there and coming. I got a copy of the revision, or the proposed revision. There were some changes made at the meeting but you might want to take a look at that. A couple of Board reports really. The Board has been working on it's Comprehensive Land Use Plan for the County. We met yesterday and put some final touches really on a draft document. The draft I understand is on our web page if anybody is interested in taking a look at that. It's going to be forwarded to the Zoning Commission Monday Evening for the beginning of the process and then providing some comment. We might think of some possible dates where we might consider sitting down with the Zoning Commission after we give them a couple weeks to look at it. I don't know how calendar's are looking for like the last week of the month. Starting the 28th, 29th or 30th. One of those, I don't know. They're busy, too, but it would be good if we could sit down with them and give them some opportunity to react to what is on the table and being proposed.
Duffy: Joe, could I ask you about this?
Bolkcom: Yes.
Duffy: Well, they already approved one, ECICOG. What are we going to do with that? We never acted on it because we didn't like it, so we thought we'd...
Bolkcom: Well, the process we've been engaged in over the last few months has basically been trying to fine tune what they presented to us. I think largely what we've done is essentially that. I think the basic elements of what was presented from the Zoning Commission, all of the work that staff has been involved in I think is essentially preserved in the document. I think we've just fine tuned it a little bit. it's time now to get back together and see how we can move forward to pass it.
Duffy: No, there's 2 different documents though, Joe.
Bolkcom: Yes.
Duffy: They're written by 2 different groups and I just wondered what we're going to do with the one that they approved.
Bolkcom: Well the one they sent to us we had some desire to continue to work on and make some changes too. That's the process we've been engaged in. So the draft document that we have now is the document that will go forward hopefully as our new (inaudible).
Duffy: I'm not so sure that's right. Because there's 2 different documents, I mean that never ruled on the first one and evidently the Planning and Zoning agreed and here comes another one?
Bolkcom: Again I think the document we've been working on for the last several months is the new draft Comprehensive Land Use Plan that will be forwarded back to them and then by a series of public hearings to get some more public input before final passage were to take place.
Duffy: In other words we're not going to act on the one (inaudible).
Bolkcom: That's probably true.
Duffy: I'm not so sure that's the way to do it. I think you should vote on it.
Bolkcom: I'm just here to report on the progress of it. We'll certainly be meeting again and talking about other issues in the plan. The other thing that we're up to, the Board is up to, we had a meeting this afternoon with our department heads and that is dealing with making some changes to our upcoming budget process for our year 2000 budget. I'd like to again thank Sally and Jonathan and Deana as well as Carol Peters and Auditor Slockett, they've been meeting as a subcommittee and designed a new budget process that we're going to be implementing here in the coming months and we spend a good couple hours this afternoon with our department heads reviewing that. I think that went very well actually. That's all I had. So anything else?
INQUIRY (DUFFY): INQUIRY FROM IOWA CITY COUNCIL MEMBER ON STATUS OF SEATS PARA-TRANSIT COMMITTEE
Duffy: Yes under other. I got a call today from a member of the Iowa City City Council who wanted to know when are we going to finish this committee with the SEATS and who are the 2 Supervisors going to be on it.
Jordahl: Yes, I've had that same question from a member of the Council.
Bolkcom: We can put that on for next week and make our choices then.
Duffy: So many have dropped out. I think it's good to just tie the knots Joe and get this thing settled.
Stutsman: Didn't we say we were going to wait until the new director was on Board.
Duffy: Well, that's what I said. I thought we would but I don't think it would make any difference.
Bolkcom: It doesn't hurt.
Stutsman: No it doesn't.
Bolkcom: But I mean the advisory committee that Supervisors appointed will not meet until the new director arrives and I suspect that would be at the end of October which provides adequate time to make those appointments. But we could put that on next week Charlie and take that.
Duffy: No, I think we ought to.
Bolkcom: Good point. Any other comments. All right. We're going to take a short recess until 6:00 p.m.

Jordahl: Fish. Fish.
Stutsman: Fish. Andy wants to put the fish on camera.
Jordahl: There we go. There we go.
Stutsman: This is my husbands catch from his whitewater rafting trip in Idaho. It is an 8 foot 150 pound sturgeon which they returned. Sturgeons are endangered species but he is pretty proud of catching that fish.
Bolkcom: Roger is on the far right.
