MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
SEPTEMBER 24, 1998
Chairperson Bolkcom called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:06 a.m. Members present were: Joseph Bolkcom, Stephen Lacina, and Sally Stutsman; absent: Charles Duffy and Jonathan Jordahl.
Unless otherwise noted, all actions were taken by the following vote: Roll call: aye: Stutsman, Bolkcom, Lacina; absent: Jordahl, Duffy.
Motion by Stutsman, second by Lacina, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Lacina, to approve the minutes of the formal meeting of September 17, 1998.
Motion by Lacina, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Convened Public Hearing on proposed FY 99 Budget Amendment at 9:09 a.m. No members of the public spoke for or against the budget amendment.

RESOLUTION 09-24-98-B2
AMENDING THE FISCAL YEAR 1999 BUDGET
Whereas, the Board of Supervisors has held a public hearing pursuant to Chapter 331, Code of Iowa, to amend the fiscal year 1998-1999 County Budget; and
Whereas, the explanation of changes is as follows:
Revenues increased:
Intergovernmental reflects a net decrease due to decrease in transportation contracts in SEATS, a grant received in Central Services, and a grant received in Human Services.
Miscellaneous revenues increased due to donations in SEATS.
Expenditures increased:
Public Safety increased for personnel costs associated with a third ambulance on duty in Ambulance department, new positions, overtime and promotions in the Sheriff's Office, a grant for Juvenile Crime Prevention, and salary survey reclassifications and dental & life insurance premium adjustments in Ambulance, Attorney and Sheriff departments.
Court Services increased for overtime, promotions, and salary survey reclassifications in the Sheriff's Office.
Physical Health & Education increased for salary survey reclassifications and dental & life insurance premium adjustments in the Health department.
Mental Health increased for salary survey reclassifications and dental & life insurance premium adjustments in the Mental Health/Developmentally Disabled department.
Social Services increased for GPS equipment and motor vehicle maintenance in SEATS, FY98 grant expenditures in Human Services, director salary in Veterans Affairs, Heritage contract adjustments in Nutrition, to reallocate donations in Nutrition Trust/Memorial, and for salary survey reclassifications and dental & life insurance premium adjustments in SEATS, Human Services, Veterans Affairs, and Nutrition.
County Environment increased for Housing Needs Assessment Grant in Central Services, for salary survey reclassifications and dental & life insurance premium adjustments in Zoning, and dental & life insurance premium adjustments in Conservation.
Roads & Transportation increased for salary survey reclassifications and dental & life insurance premium adjustments in Secondary Roads department.
State & Local Govt Services increased for wages, telephone, storage costs, and office equipment in Recorder's office, and records conversion and hardware purchase in Recorder's Records Management, and dental & life insurance premium adjustments in Treasurer, Recorder, and Auditor/Elections.
Interprogram decreased for the allocation of reclassification of salary survey in Central Services, and increased for salary survey reclassifications and dental & life insurance premium adjustments in Attorney, Board of Supervisors, Information Services and Physical Plant, and increased for dental & life insurance premium adjustments in Auditor/Accounting, Treasurer and Human Resources.
Capital Projects increased for hardware purchase and office equipment purchase in Capital Expenditures.
Whereas, after consideration of all comments at said hearing the Board of Supervisors has determined that it will be necessary to amend the fiscal 1998-1999 budget; and
Whereas, the amendment does not increase the taxes to be collected in the fiscal year ending June 30, 1999;
Therefore, be it resolved that the following operating revenues and expenditures of the fiscal year 1998-1999 county budget be amended:
REVENUES (by Source):
Intergovernmental decreased by $59,690 to $13,144,025;
Miscellaneous increased by $64,500 to $1,212,430;
Net increase in revenues of $4,810.
EXPENDITURES (by Service Area):
Public Safety increased by $313,683 to $7,046,096;
Court Services increased by $15,872 to $708,357;
Physical Health & Education increased by $15,926 to $2,693,221;
Mental Health, MR & DD increased by $3,615 to $8,398,995;
Social Services increased by $177,992 to $3,513,722;
County Environment increased by $18,316 to $1,121,839;
Roads & Transportation increased by $6,130 to $5,423,191;
State & Local Government Services increased by $44,215 to $1,321,101;
Interprogram Services decreased by $97,056 to $3,615,956;
Capital Projects increased by $25,398 to $1,852,956;
Net increase in expenditures of $524,091.

Request to amend Ordinance 04-16-98-Z5 and Application Z9809 of Donald Ballard by amending the legal description of property located in Lot 1 of Moore Subdivision located in Section 29; Township 79 North; Range 7 West of the 5th P.M. in Johnson County, Iowa. (This property is located on the north side of Black Diamond Road SW, approximately 1/4 of a mile east of its intersection with Half Moon Avenue SW in Union Twp.)
Motion by Lacina, second by Stutsman, to waive the requirement of three considerations before amending an ordinance and to approve the request to amend the legal description of Ordinance 04-16-98-Z5 and Application Z9809 on first and second consideration. Roll call: aye: Stutsman, Bolkcom, Lacina; absent: Jordahl, Duffy. (This motion constitutes passage on first consideration only due to the lack of three-fourths of the entire Board voting aye.)
RESOLUTION 09-24-98-01
Whereas, a vacancy currently exists in one of two deputy positions in the Office of the Johnson County Recorder; and
Whereas, current Recorder Deborah Conger has recommended that office staffing be changed to create a Clerk II position rather than filling the vacant deputy position; and
Whereas, the County Attorney and the Human Resources Administrator concur in that recommendation;
Now, Therefore, Be it Hereby Resolved that the number of deputies authorized for the Recorder's Office is reduced from two to one and one Clerk II position is hereby authorized -this action being taken in accordance with Section 331.903(1) of the Iowa Code.

Motion by Stutsman, second by Lacina, to approve and authorize Chairperson to sign the amendment to the Secondary Roads collective bargaining agreement.

NAMING DEPOSITORIES
Whereas, the Johnson County Board of Supervisors of Johnson County in Johnson County, Iowa approves the list of financial institutions to be depositories of the Johnson County funds in conformance with applicable provisions of Iowa Code Chapter 12C.2 Deposit of Public Funds, Approval-requirements; and
Whereas, the Treasurer has requested the addition of The Exchange State Bank in Swisher with a maximum balance of $5,000,000, and the Sheriff has requested an increase in maximum balance from $20,000 to $40,000 with Hills Bank & Trust, Hills; and
Whereas, this resolution amends Resolution 12-30-97-01;
Therefore be it resolved that the following depositories be approved.

RESOLUTION 09-24-98-T1
TRANSFERRING FROM THE GENERAL BASIC FUND TO THE CAPITAL EXPENDITURES FUND
Whereas, a capital expenditure transfer was included in the FY99 budget for $73,610.00 for the purchase of an ambulance; and
Whereas, subsequent to adoption of the FY99 budget, $33,798.00 was transferred to the Capital Expenditures Fund in Resolution 04-02-98T1; and
Whereas, an expenditure of $33,000.00 was made for a down payment on an ambulance on 4-2-98; and
Whereas, $799.28 remains earmarked in the Capital Expenditures Fund for ambulance purchase; and
Whereas, an expenditure for $40,673.80 for an ambulance was made from the Capital Expenditures Fund in September 1998; and
Whereas, sufficient funds are available in the General Basic Fund;
Therefore, be it hereby resolved that the Auditor is authorized to transfer $39,874.52 from the General Basic Fund to the Capital Expenditures Fund.

SEXUAL ASSAULT AWARENESS WEEK
SEPTEMBER 23RD THROUGH SEPTEMBER 28TH
Whereas, in our society, one of three women and one in six men will experience sexual abuse in their lifetime and violence against women and children continues to escalate; and
Whereas, during fiscal year 1997 the Rape Victim Advocacy Program provided services to 454 sexual abuse survivors and significant others; and
Whereas, sexual abuse affects every person in our community as a victim/survivor or as a family member, significant other, neighbor or co-worker of a victim/survivor; and
Whereas, it is critical to intensify public awareness of sexual abuse and to increase support for agencies providing sexual abuse services;
Now, Therefore, I, Joe Bolkcom, Chairperson of the Johnson County Board of Supervisors, do hereby proclaim September 23rd through 28th, 1998 to be
Sexual Assault Awareness Week
In Iowa City and encourage all citizens in this observance.
