MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
OCTOBER 1, 1998
Chairperson Bolkcom called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:05 a.m. Members present were: Joseph Bolkcom, Charles Duffy, Jonathan Jordahl, Stephen Lacina, and Sally Stutsman.
Unless otherwise noted, all actions were taken unanimously.
Motion by Lacina, second by Stutsman, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Lacina, to approve the minutes of the formal meeting of September 24, 1998. Roll call: aye: Jordahl, Stutsman, Bolkcom, Lacina; abstain: Duffy.
Motion by Lacina, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Motion by Lacina, second by Duffy, to accept the Recorder's Report of Fees Collected for the month of August, 1998, in the amount of $130,798.23, as submitted by County Recorder Deborah Conger.
Request to amend Ordinance 04-16-98-Z5 and Application Z9809 of Donald Ballard by amending the legal description of property located in Lot 1 of Moore Subdivision located in Section 29; Township 79 North; Range 7 West of the 5th P.M. in Johnson County, Iowa. (This property is located on the north side of Black Diamond Road SW, approximately 1/4 of a mile east of its intersection with Half Moon Avenue SW in Union Twp.)
Motion by Lacina, second by Stutsman, to waive the requirement of three considerations before amending an ordinance and to approve the request to amend the legal description of Ordinance 04-16-98-Z5 and Application Z9809 on first and second consideration. Roll call: aye: Stutsman, Bolkcom, Lacina; absent: Jordahl, Duffy. (This motion constitutes passage on first consideration only due to the lack of three-fourths of the entire Board voting aye.)
Motion by Lacina, second by Stutsman, to approve the request to amend the legal description of Ordinance 04-16-98-Z5 and Application Z9809 on second consideration. Roll call: aye: Jordahl, Stutsman, Bolkcom, Lacina, Duffy.

Whereas, the City of Coralville has been selected as an official host of the 3rd annual tour of antique and classic automobiles, I, Joe Bolkcom, Chairperson of the Johnson County Board of Supervisors, do hereby declare:
Thursday, October 8, 1998 as
"MotorIoway Day"
in Johnson County
Whereas, the Board of Supervisors welcome the participants, sponsors, and associated members of this 190 odd vehicle traveling automobile museum to Coralville and Johnson County.
Now, Therefore, I, Joe Bolkcom, Chairperson of the Johnson County Board of Supervisors, do hereby proclaim October 8, 1998 to be
MotorIoway Day
Motion by Stutsman, second by Jordahl, to approve Proclamation 10-01-98-01.
Motion by Stutsman, second by Jordahl, to cancel the informal and formal meetings for the week of December 20, 1998.
Motion by Stutsman, second by Lacina, to declare as surplus the computer equipment listed by Information Services and send the computer equipment as is without support or guarantees to Sharpless Auctions for sale at auction.
Motion by Lacina, second by Duffy, to appoint Chairperson and Vice-Chairperson to attend random cash counts.
Motion by Lacina, second by Bolkcom, to approve and authorize Chairperson to sign the maintenance agreement for the phone system at the Administrative Building.
Motion by Lacina, second by Jordahl, to approve implementation of compensation plan for non-bargaining unit employees.
Adjourned to informal meeting of September 29, 1998 at 9:26 a.m.
