DISCUSSION: SOUTH GILBERT STREET IMPROVEMENTS

Bolkcom: Business from the Board of Supervisors South Gilbert Street improvements discussion. Is there anything to report on that? I think the paper said an option was chosen last night.

Peters: That's what the paper said.

Stutsman: Oh.

Peters: The east...

Bolkcom: So read the paper.

Stutsman: The east was?

Bolkcom: The east side of Gilbert.

White: (Inaudible) 5 lanes from Benton to Stevens. Take the land off each sides.

Stutsman: Benton?

White: Sometime down the road, like 5 years from now.

Stutsman: So it does not affect the Crisis Center or the Health Department.

Bolkcom: That's right.

Stutsman: OK. We had been asked to write a letter so I guess we'll read the paper.

Bolkcom: I don't know who had better coverage of that this morning. I only saw one paper.

Stutsman: Who's in the... They're both here, aren't they?

Bolkcom: All right, you guys can fight that out.

DISCUSSION: FINANCIAL AGREEMENTS WITH WELLMARK BLUE CROSS/BLUE SHIELD OF IOWA

Bolkcom: Item b discussion regarding financial agreements with Wellmark Blue Cross/Blue Shield of Iowa. Carol indicates that we need a little bit more time on this to make a decision.

Peters: Right. I can't get the numbers to jive.

Bolkcom: All right, sounds good. So we'll table that for today.

DISCUSSION: APPOINTMENT TO THE SENIOR CENTER COMMISSION FOR A TERM ENDING DECEMBER 31, 1999

Bolkcom: Discussion regarding appointment to the Senior Center Commission. I believe we only have one applicant that meets the criteria of living in rural Johnson County and that would be Mr. Pugh. A member has to live an unincorporated area. Everybody else lives in town. All right, so I don't know what we want to do about that. Do you feel OK with that. We can go ahead with that on Thursday.

Duffy: Good thing you caught that, Joe.

Stutsman: Yes.

Bolkcom: We had some other good applicants.

Stutsman: Yes, that's true.

Bolkcom: But I'm told we have to have somebody that lives out of town. The other question is whether or not, and we can talk about this some time, whether we want a member of the Board of Supervisors to serve on this Commission or not. We kind of kicked that around a little bit. I don't know if we actually seriously discussed it.

Stutsman: I think Mr. Pugh would make an excellent choice. I guess I would support him being appointed to that Commission.

Bolkcom: I think it would be helpful if we met with him or at least, I haven't gotten this done, to call him up and talk to him about some of our issues as they relate to County use of the Senior Center. So at least he's briefed on some perspectives that we have. This is an on going concern of ours and I think... I don't want to see this opportunity pass without that. Maybe we could have him in and have a couple members of the Board visit with him about that, brief him on some of the issues. All right. Discussion regarding FY 2000 budget. Is there anything to say...

Welsh: Before you move on...

Bolkcom: Yes?

Reverend Bob Welsh: I realize needing somebody outside the incorporated area. I think Jonathan would fit that. I strongly support your preliminary discussions that says you need a strong representative on that to help in the educational process. I think Pat has made a very good case, Pat White. Both the City and the County have been lax in terms of pursuing that agreement and I agree now is a very critical time for that, the window of opportunity, typically with the rent. For what it's worth, I strongly encourage you to stretch one another's arms and...

Lacina: Well one, we advertised for a member of the public and if we had been up front and said we'll consider a Board member that would be one thing. But Jonathan nor we did not put in our application and I'm not comfortable now...

Stutsman: Can we do that without... Who determines who is on this commission?

Peters: It's set with the subordinates.

Stutsman: Pardon me?

Peters: I'm sorry. I'm not sure I fully understand.

Stutsman: If we want to put a Board of Supervisors person on there, besides a citizen from the unincorporated area, do we have the authority to do that?

Peters: I'd have to check the ordinance that sets the membership.

Bolkcom: I think we do. We make recommendation of the City Council and the City Council then approves who we recommend. I don't know if there's ever been a case where they've said no to somebody.

Peters: Actually, that part of it has been changed.

Bolkcom: Is that right?

Peters: You appoint direct.

Bolkcom: We do?

Stutsman: But I think there'd be a number limit.

Peters: 3.

Stutsman: OK.

Bolkcom: We get 3 appointments. We have another one in December.

Stutsman: Oh, so maybe that appointment could be someone from the Board of Supervisors. Is that what we're saying?

Bolkcom: We could do that.

Jordahl: Let me hasten to say that I have not, nor am I, cultivating this as an appointment for myself. Bob raises this point on his own. I'm not, nor am I resisting it, but I wanted you to understand that I didn't put Bob up to this.

Stutsman: I think that's a good idea.

Lacina: I think December would be fairer than today.

Bolkcom: That's probably true.

Peters: I'll get a copy of that for each of you to review.

Bolkcom: All right.

Stutsman: I would support Mr. Pugh for Thursday and then revisit this in December and decide if we want to appoint a Board member.

Bolkcom: OK. I want to move to executive session if there's nothing on the budget.

update: FY 2000 BUDGET

Stutsman: No, there's not really anything on the budget. The Committee is going to meet again on Thursday at 11 to clarify some issues and we'll go from there.

REPORT (BOLKCOM): UPCOMING ELECTED OFFICIALS MEETING;

Bolkcom: All right. Before we go onto that, we have an elected officials meeting today by way of report. Are we still... We've got a whole slew of elected officials here today. Are we going to meet this afternoon?

White: You have a note from me that probably arrived just as you were starting the meeting. I don't know if you have seen it.

Bolkcom: Yes.

White: I've had telephone calls back from the Sheriff and Auditor expressing preference to do it a different day.

Bolkcom: OK.

White: I didn't hear from Deb, at least by the time I left, and I haven't heard from Cletus.

Stutsman: Deb, do you know that Pat can't be there today? Did you... Oh you got a copy too.

Lacina: Well if there's important additional budget information that needs to go out, that's one thing. Otherwise there's a lot going on. I recommend we cancel the meeting, unless there's something really meaningful to put on the table.

Stutsman: What is on the agenda? Does anybody have an agenda?

Bolkcom: I think everybody under the sun.

Lacina: Yes, I do.

Jordahl: Pat says...

White: (Inaudible) itself was a casualty of schedule here. Jo or Deana, I don't know which, and Danelle yesterday, realized that we hadn't done an agenda so they replicated... Was it Casie?

Peters: Actually, she's the one who brought it to... I thought it had already been done.

White: They did one identical to the one we used last time just to protect us. (Inaudible).

Bolkcom: All right. I'm sensing a consensus, or a developing consensus, among the Board that we could table this meeting for this afternoon.

Lacina: Because we've already discussed some of it.

Stutsman: So when's the next one scheduled?

Bolkcom: It would be November 10th.

Jordahl: 10th at 1:30.

Stutsman: OK.

Bolkcom: Who do we need to notify on that?

Stutsman: Tom Slockett and Cletus.

Peters: Barb's here. It'd be just Tom and Cletus.

Bolkcom: OK, so we'll meet on the 10th at 1:30. Thank you for taking care of that. We need a motion. Actually any member of the public wish to address the Board before we break? All right.

EXECUTIVE SESSION: COLLECTIVE BARGAINING AGREEMENTS WITH THE ADMINISTRATIVE UNIT AND THE SHERIFF'S DEPARTMENT

Motion by Stutsman, second by Lacina, to enter Executive Session at 11:20 a.m. to discuss collective bargaining strategy for the Administrative Unit and the Sheriff's Office under section 20.17(3), Code of Iowa: "negotiating sessions, strategy meetings of public employees... shall be exempt from the provisions of chapter 21 (Official Meetings Open to the Public)."
