Chairperson Bolkcom called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:03 a.m. Members present were: Joseph Bolkcom, Charles Duffy, Jonathan Jordahl, and Stephen Lacina; absent: Sally Stutsman.

Unless otherwise noted, all actions were taken with the following vote: aye: Jordahl, Bolkcom, Lacina, Duffy; absent: Stutsman.

Motion by Lacina, second by Duffy, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.

Motion by Lacina, second by Duffy, to approve the minutes of the formal meeting of October 22, 1998.

Motion by Lacina, second by Jordahl, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Lacina, second by Duffy, to defer the amendment to Chapter 8:1.22 V 7b of the Code of Ordinances until November 5, 1998. Roll call: aye: Jordahl, Bolkcom, Lacina, Duffy; absent: Stutsman.

Now, Therefore, Be It Resolved as follows:

1. A public hearing in accordance with Section 335.6 of the Iowa Code is set for the 5th day of November 1998 at 9:00 a.m. in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the following application: Z9703 (Grout).

2. That the Johnson County Auditor be authorized to publish the official notice of the above public hearing.

Motion by Lacina, second by Jordahl, to approve Resolution 10-29-98-Z1.

Whereas, the County Recorder and the County Attorney have recommended that a Secretary I position and a Clerk I position in the Recorder's office be re-classified both to Clerk II; and

Whereas, PPME Local 2003 IBPAT has waived further notice of these re-classifications;

Now, therefore, be it resolved, that the Secretary I position formerly occupied by Mary E. Wick and the Clerk I position currently occupied by Paula Lampe are hereby reclassified to Clerk II positions. This action is taken in accordance with Section 331.903(1) of the Iowa Code.

Motion by Lacina, second by Duffy, to approve Resolution 10-29-98-01.

Motion by Lacina, second by Duffy, to approve the Agreement for Ambulance Housing with the City of Coralville.

Motion by Lacina, second by Jordahl, to approve extending the Board of Supervisors' office hours until 5:00 p.m., effective November 2, 1998 Roll call: aye: Jordahl, Bolkcom, Lacina; nay: Duffy; absent: Stutsman.

Motion by Lacina, second by Jordahl, to cancel the informal meeting of November 3, 1998 and hold both informal and formal meetings for the week of November 1, 1998 on November 5, 1998.

Motion by Duffy, second by Lacina, to approve and authorize the Chairperson to sign an Application For Fireworks Permit for Gene Zdrazil, 6090 River Junction Road SE, Lone Tree, on December 31, 1998.
