DISCUSSION: APPOINTMENT OF A MEMBER FROM THE BOARD OF SUPERVISORS TO THE E-911 BOARD
Bolkcom: OK. Thank you. I'm looking down at the Board's agenda under item 8. We have a couple other items coming up that are scheduled 10 and 10:15. I'm wondering about going to item C. And that's appointment of member of the Board of Supervisors to the E911 Board.
Lacina: At the end of this month, I will be stepping off the E911 Board. As such, there will not be anybody that can sign off on claims. We're going to have a meeting I believe it's Wednesday. Whoever the Board decides to appoint should probably sit in on that meeting. Basically, we're dealing with in excess of a quarter of a million dollars for the dispatch system. We do things like we replace the radio system at $390,000 some dollars for the Sheriff. We put 165,000 in the back-up units for the Iowa City dispatch and operate in one of the lowest fees on the telephone service of about 45 cents.
Bolkcom: We need to appoint somebody.
Lacina: We need a rep from the Board of Supervisors to sit in on that Board.
Bolkcom: Is the Board prepared to do that now, maybe in an interim status. I wonder about because we're going to have new members in January that you might want to reconsider this then.
Jordahl: I'm really tempted to nominate Mike. But he's not on the Board yet.
Lacina: I'm going to suggest that it's somebody that understands the finances. Whoever does it it's going to take a little time to go through the claims. We contract with the Sheriff's Office with Lori to do a lot of the paperwork. But I'm wondering if Sally shouldn't be the one to fill in on this.
Stutsman: In the interim you mean or just...
Lacina: Permanently.
Stutsman: OK.
Lacina: The Board...
Bolkcom: When's the last meeting. There's a meeting later this month?
Lacina: The Board is empowered to decide who will sign off on the claims. So the individual from this Board may not have that function. But whoever does go on it is going to have to have an understanding of the County finances because we do run the checks and that through the Auditor's Office.
Bolkcom: When's the next meeting? It's in December or January?
Lacina: We're going to have a discussion Wednesday. And we're working on the budget now so that actually is not set up. We also have to certify by March 15th.
Bolkcom: Can we wait until January to make this appointment or do we need to make it now?
Lacina: You need to make it. I would advise that you make it effective by the first of the year otherwise claims that come in will not be paid.
Bolkcom: You'll be here until the very last day of the year.
Lacina: I will go through the claims until the end of the year. But whoever is going to do this needs to try and be at a meeting Wednesday at 4:00 at the Sheriff's Office.
Jordahl: I would like to suggest that Sally's pretty darn busy. If she's going to take on something that sounds like it's a lot of work that she ought to give up something else. I'm not sure if there's anything that she wants to give up. Have you discussed this?
Stutsman: No.
Lacina: The other thing is if you want to put Mike on it, then I'm going to suggest that you and I sit down with Mike and run through a lot of the finances. I'll be available after the first of the year if you get into a snag you want to give me a phone call because I've been on this a long time.
Jordahl: I think Mike is already accustomed to dealing with claims of various kinds. It'd be a question of how it fits into the County structure and budget. But I have no doubt that he'd be up to the task.
Lacina: Do you want to take it on?
Supervisor-Elect Mike Lehman: I'd be interested. A little more information about it before I, unless someone else had interest...
Bolkcom: Would it be appropriate, Steve, for Mike to go to the meeting this week?
Lacina: Yes, can we put Mike on for the appointment for Thursday so formally then our Board can start taking action to make that transfer so it's seamless. I just don't want a lot of bills that come in that some vendor's really ticked off...
Bolkcom: Is it the Board or the Board's designee? If it has to be a member of the Board, we can't appoint...
Jordahl: We could effective January 1st.
Bolkcom: I guess we could effective January one.
Lacina: The 2nd of January you'd be the rep from the Board. That's what I'm going to suggest.

DISCUSSION: RESOLUTION APPROPRIATING AMOUNTS THROUGH THE 3RD QUARTER OF FY 99
Bolkcom: I think that's going to be more than a 5 minute conversation. Let's go to item 7, Business from the County Auditor a discussion regarding resolution appropriating amounts through the 3rd quarter of the Fiscal Year 99. That'll be on for Thursday. That essentially allows departments to spend as per their approved budgets.
Lacina: That's a formality which we did years ago when the state deappropriated money from us. In the future, you don't have to do quarterly, if you don't wish. We used to do annuals but I don't think there's much discussion this year. We'll just do the appropriation, right?
Bolkcom: Discount price opportunity, let's hold that. Do you want to talk about appointments?
Lacina: Under 7B, do we need a formal review or can we all just go through the sheets and we've got the highlights what's...
Bolkcom: Yes, I think people can just review them on their own.
Stutsman: I went through and can pretty well explain everything that was highlighted. I don't think we need to review that.
Lacina: And again, Mike needs to sit down with Rosemary, while she has time and go through some of those things.
DISCUSSION: APPOINTMENTS TO BOARDS AND COMMISSIONS
Bolkcom: Let's go to item 8d, appointments to Boards and Commissions. I think that will go rather quickly. We start with the Board of Health. Anita Sehr is going off the Board. We have 2 applicants, a David Nordstrom and a Thomas Newton. We are appointing one member, one new member. Does anybody have a...
Stutsman: In reviewing the applications that were submitted, I looked at David Norton's application. He states that he is a former County Health Officer and he said that he would be able to help the Board with its mission and strategy and that he knows the value of public health services in people's lives. I would suggest David Nordstrom.
Bolkcom: David Nordstrom. Any other thoughts on that? I'm fine with that.
Stutsman: Steve or Charlie? Jonathan?
Lacina: That's fine.
Jordahl: Fine.
Bolkcom: All right. Compensation Commission... We need to appoint 28 members. We have 2 going off, Phil Fisher who represents either licensed real estate brokers or sales persons, and Orval Yoder.
Lacina: I think these 2 designees both need to have real estate licenses. I'm not sure unless there's been a change lately. I don't think the applicants we have have those licenses. We need to check with Carol on that.
Bolkcom: So we might need to do some recruiting on that. OK. Everybody else will be appointed, I assume.
Lacina: We probably need clarification, Deana, on that one, for Thursday. I'm assuming we're going to move forward and make appointments on Thursday?
Bolkcom: That's correct.
Deputy Administrative Assistant Deana Pillard: So you need to know what now?
Lacina: We need to know if we need to recruit 2 individuals with real estate licenses to fill this by code.
Bolkcom: Conservation Board... Jerry Starbuck is completing a term and has said he does not want to be reappointed. So we have one opening on Conservation.
Lacina: I strongly support Tom Hoff.
Duffy: So do I.
Lacina: He's got experience that would be very good.
Bolkcom: OK, Tom Hoff. I'm OK with that.
Stutsman: I would support Tom, too.
Jordahl: I personally would like to weigh in and say that it is a principle that we articulated the last time we made an appointment to the Conservation Board, and one that I stand by today, that we would like to pursue gender balance on our boards and commissions. We have 4 male members, and have for a long time had 4 male members on the Conservation Board, and have never had more than one female member on the Conservation Board to the best of my knowledge. We have an opportunity here. There are 2 qualified applicants for the Conservation Board. I think in the interest of gender balance we need to take seriously this opportunity and get some diversity in there, get some variety, some fresh faces, and some fresh points of view. I think this is a very important opportunity and I do not take lightly the idea that we're going to return to a person who's been a former member of the Board who's actively involved in conservation efforts in Johnson County in other ways. It's not as though Tom Hoff would be unable to contribute to the betterment of Johnson County conservation interests through his other involvements. We have people here who are interested in becoming involved in County government and we should give them the chance.
Bolkcom: OK, do you have a suggestion?
Lacina: It appears though that the learning center out there has kind of slowed down in its movement forward and Tom was very instrumental being creative in trying to establish some outreach programs and getting kids out there with some programs. I would like us to be a little more proactive in the education learning side of things. Again, Tom was instrumental in the construction of the building, brings that experience back and I think it'd really jump start things and get it going again because he brings a certain excitement to it. Your point is well taken about the gender balance. But in light of the Board, I think Tom has experience and can really get to the quick and get things moving again.
Jordahl: In light of the Board?
Stutsman: That's why I support Tom, too. For right now I think we need that past experience to get things finished up with the education center and moving it on. I have always found Tom to be very approachable too in any issues that I have concerning the Conservation Board.
Lacina: Very professional.
Jordahl: What does in light of the Board mean, Steve?
Lacina: I'm just saying that things in my opinion, and I don't mean to sound negative, but the education center needs to be focused and moved forward... I'll tell what part of it its, part of it is simply the storm and the damage that's out there and they're having to spend huge resources just trying to put things back together. But again I know Tom has a very strong commitment to the center and I think both functions need to happen. There needs to be a lot of clean up work and planting and damage repair. But we don't want to lose sight of the fact that this new facility... We need to keep it moving.
Jordahl: Well, I have no doubt that our director out there is going to take care of the repair of damage and plantings and so forth. Rod is very actively involved in those things, has been, and Kent Park is going to be well taken care of. I think the question here is the larger one. This is the Johnson County Conservation Board, it is not the Kent Park Conservation Board. I would like to suggest that some new appointments might bring a broader view that would look at the question of addressing conservation needs county wide, not to say that the Conservation Board doesn't do that. But to say that the perspective that new people would bring is an expansion of the vision of what the Conservation Board should be about. The Conservation Education Center is one component of that.
Bolkcom: I share that concern.
Lacina: Me too. I have no problem with what you said. That's why I think Tom would be good for an investment in the entire county as opposed just in to one area.
Stutsman: I guess I hear 3 or 4 votes for Tom. I wonder if we can...
Bolkcom: It's good to hear (inaudible).
Stutsman: Yes it is. I appreciate that.
Bolkcom: Historic Preservation... We have JoAnne Neuzil, who has been on for a very short period of time asking to be reappointed, and Karen Wellner. What do we need, 2 members? We have 3 new applicants.
Lacina: I like Ken Donnelly. For one I think he has...
Bolkcom: Ken Donnelly?
Lacina: ...a good history in the County.
Bolkcom: Other support for Ken Donnelley?
Lacina: Put Joanna back on?
Stutsman: That's fine.

Lacina: Ken and JoAnne.
Stutsman: I guess I would support Karen Wellner.
Bolkcom: Yes, I guess I would too actually.
Duffy: Support who?
Bolkcom: Karen Wellner. She's been on just a year and a half. It's a 3 year term. We have a couple part time terms being served out here. We've got a couple for Ken a couple for Karen. Jonathan, do you have an opinion on this one?
Jordahl: I'm not quite tracking with the circumstances here. Need to appoint 2 members and Historic Preservation we've got 2 members serving. They wish to be reappointed. If we reappoint those currently serving then we're done aren't we?
Bolkcom: That's correct.
Jordahl: Then I would say we should reappoint these people because they haven't served that long.
Bolkcom: OK. 3 for Karen and 3 for JoAnne. We're fine. All right. We're on to the Riverfront and Natural Areas Commission. We have one member that is going off and we have 4 applicants. I would... Go ahead, Sally.
Stutsman: I would support Russ Bennett for this. I think he has a lot of good ideas in this area and I think he would be a great addition to this committee.
Bolkcom: All right. I would support that. Other comments on that one? Bennett. Senior Center Commission... We need to appoint one. We have one applicant, that's Joanne Hora. She just wants to be reappointed. Have her back on? And now we're to the Social Welfare Cluster Board. We need to appoint 5 and we have 5. Art Vincent, Robert Welsh, Bob Simpson, Susan Wasson, and Emily Sutphin.
Jordahl: Sounds like a pretty good match, huh?
Bolkcom: OK. Then we're down to the Zoning Board of Adjustment... Need to appoint one. We have Mark Menefee interested in reappointment and we have 2 new people.
Lacina: I would support leaving Mark on.
Bolkcom: OK. Other comments?
Jordahl: 8 months.
Stutsman: He's just served a short time.
Bolkcom: Zoning Commission... We have one opening and one applicant. Bob Saunders has reapplied.
Jordahl: I want to strongly support Bob Saunders for this position. He has been an excellent presence on the Zoning Commission and a wise man.
Bolkcom: All right. Very good. I'm still waiting to hear from Pat White and get some response from that.
Lacina: We're going to wait on that one. We want some input from the County Attorney.
Duffy: Can I ask about the Social Welfare Board?
Bolkcom: Yes, Charlie.
Duffy: Isn't that where you have to have even Democrats and Republicans. We're all right with that?
Bolkcom: That's my assumption. We're reappointing the existing...We're going to take a 5 minute recess.
