MINUTES OF THE INFORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

DECEMBER 23, 1998

Chairperson Bolkcom called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:10 a.m. Members present were: Joseph Bolkcom, Charles Duffy, Jonathan Jordahl, Stephen Lacina, and Sally Stutsman.

EXECUTIVE SESSION: APPOINTMENT OF AN INTERIM MANAGER TO MENTAL HEALTH/DEVELOPMENTAL DISABILITIES DEPARTMENT AND DEPARTMENT HEAD EVALUATIONS

Motion by Stutsman, second by Lacina, to enter into Executive Session at 9:12 a.m. to discuss the temporary appointment of an interim manager to Mental Health/Developmental Disabilities Department and an annual evaluation of Ambulance Director, Information Services Director, Human Resource Administrator, Human Services General Relief Director, Mental Health/Developmental Disabilities Services Director, Physical Plant Manager, Secondary Roads Engineer, Senior Dining Director, Planning and Zoning Administrator, Administrative Assistant to the Board of Supervisors under section 21.5(1.i), Code of Iowa, "to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual's reputation and that individual requests a closed session." Roll call: aye: Bolkcom, Jordahl, Stutsman, Lacina, Duffy.

Motion by Stutsman, second by Duffy, to leave Executive Session at 10:48 a.m. Roll call: aye: Bolkcom, Jordahl, Stutsman, Lacina, Duffy.

REPORT (BOLKCOM): RESIGNATION OF MENTAL HEALTH/DEVELOPMENTAL DISABILITIES DIRECTOR CRAIG MOSHER:

Bolkcom reported that the Board has received a letter of resignation from Mental Health/Developmental Disabilities Director Craig Mosher stating that he is resigning, effective January 1, 1999, to go back to school. Stutsman expressed her thanks to Mosher for his work in getting the planning process into place. Lacina asked the Chairperson to draft a letter of appreciation to Mosher.

Bolkcom said the Board members feel that it may take 90 days to advertise and hire a new director. He said the Board wishes to appoint an interim manager and have contacted outgoing Recorder Deborah Conger about taking this temporary appointment, effective January 4, 1999.

EXECUTIVE SESSION: PENDING LITIGATION ON OAKES VS. JOHNSON COUNTY

Motion by Jordahl, second by Duffy, to enter into Executive Session at 10:51 a.m. to discuss "Oakes vs. Johnson County" under section 21.5(1.c), Code of Iowa, "to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation." Roll call: aye: Bolkcom, Jordahl, Stutsman, Duffy; absent: Lacina.

Bolkcom and Jordahl left at 11:10 a.m. Bolkcom returned at 11:12 a.m. Bolkcom left at 11:14 a.m. Lacina left at 11:16 a.m. The Board recessed at 11:17 a.m.; reconvened at 11:19 a.m. with Lacina present.

Motion by Lacina, second by Duffy, to leave Executive Session at 11:45 a.m. Roll call: aye: Stutsman, Lacina, Duffy; absent: Bolkcom, Jordahl.
