FEBRUARY 18, 1999
Chairperson Jordahl called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:05 a.m. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, Sally Stutsman, and Carol Thompson.
Unless otherwise noted, all actions were taken unanimously.
Motion by Duffy, second by Stutsman, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Thompson, to approve the minutes of the formal meeting of February 11, 1999.
Motion by Lehman, second by Stutsman, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
Convened Public Hearing on FY 99 budget amendments at 9:06 a.m.
No members of the public spoke for or against the budget amendments.

AMENDING THE FISCAL YEAR 1999 JOHNSON COUNTY BUDGET
Whereas, the Board of Supervisors has held a public hearing pursuant to Chapter 331, Code of Iowa, to amend the fiscal year 1998-1999 County Budget; and
Whereas, the explanation of changes is as follows:
Revenues increased for:
Intergovernmental for changes in grant funding in the Department of Human Services and the Department of Public Health, reimbursement for the Local Option Sales Tax Election.
Licenses & Permits for fees in the Department of Public Health.
Revenues decreased for:
Charges for Service for fees in the Department of Public Health.
Miscellaneous revenues for donations to programs in the Department of Public Health.
Expenditures increased for:
Public Safety for phase II of the salary survey.
Court Services for juvenile detention costs in the Department of Juvenile Justice.
Physical Health & Education for phase II of salary survey, personnel and changes in grant funding in the Department of Public Health.
Social Services for phase II of salary survey, brain injured amounts changed over from the Mental Health service area, grants in the Department of Human Services
County Environment for phase II of salary survey, change in personnel hours in the Department of Planning and Zoning.
State & Local Government Services for Local Option Sales Tax Election, purchase used van in the Department of Auditor/Elections.
Expenditures decreased for:
Mental Health for change over of brain injured amounts to Social Services service area.
Interprogram Services for phase II of the salary survey.
Whereas, after consideration of all comments at said hearing the Board of Supervisors has determined that it will be necessary to amend the fiscal 1998-1999 budget; and
Whereas, the amendment does not increase taxes to be collected in the fiscal year ending June 30, 1999;
Therefore, be it resolved that the following operation revenues and expenditures of the fiscal year 1998-1999 county budget be amended:

Intergovernmental increased by $222,793 to $13,366,818;
Licenses & Permits increased by $2,987 to $118,314;
Charges for Service decreased by $150 to $1,816,482;

CHANGING DEPARTMENTAL APPROPRIATIONS
Whereas, a public hearing has been held to amend the FY99 Johnson County Budget pursuant to section 331.434(6), Code of Iowa, regarding proposed changes to intergovernmental, licenses and permits, charges for service, miscellaneous revenue sources and public safety, court services, physical health and education, mental health, social services, county environment, state and local government services, and interprogram service areas of the county budget for fiscal year 1999; and
Whereas, the explanation of changes is contained in Resolution 02-18-99-B1; and
Whereas, the amendment does not increase the taxes to be collected in the fiscal year ending June 30, 1999; and
Whereas, all comments from the public have been heard;
Therefore, be it resolved that the following department appropriations are increased as follows:

Motion by Lehman, second by Thompson, to approve the General Assistance Policy Amendment continue studying a 4th month of rent assistance and to increase burial expenses to $1,500.
Motion by Duffy, second by Stutsman, to approve and authorize the Chairperson to sign the Memorandum of Understanding between East Central Iowa Council of Governments and Johnson County regarding transfer of SEATS vehicles.
Motion by Stutsman, second by Duffy, to approve and authorize the Chairperson to sign a letter of support for the 21st Century Schools Grant.
Motion by Lehman, second by Stutsman, to authorize the Auditor to apply for the Grant for Local Government Start-up GIS software from Environmental Systems Research Institute, Inc. in the amount of $27,000; subject to receiving the grant, the Auditor's Office will complete a pilot project to be reviewed by the Board of Supervisors and the GIS Committee; the Auditor is to work closely with GIS Committee and coordinate activities with the planned GIS Needs Assessment Study.
