MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:
FEBRUARY 25, 1999
Chairperson Jordahl called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:04 a.m. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, Sally Stutsman, and Carol Thompson.
Unless otherwise noted, all actions were taken unanimously.
Motion by Duffy, second by Thompson, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.
Motion by Stutsman, second by Lehman, to approve the special election canvass minutes of February 16, 1999, and the formal meeting minutes of February 18, 1999.
Motion by Stutsman, second by Thompson, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.
PROCLAMATION 02-25-99-01
PROCLAIMING "BREATH OF FRESH AIR DAYS"
Whereas, over 400,000 Americans die each year from tobacco related causes; and
Whereas, over 5,000 Iowans die each year from tobacco related causes; and
Whereas, 53,000 Americans die each year from the effects of second-hand smoke; and
Whereas, 3,000 young people start smoking every day; and
Whereas, beginning to smoke at a young age significantly increases the risk of nicotine addiction, heavy smoking and smoking-related premature death; and
Whereas, tobacco kills more Americans than AIDS, alcohol, car accidents, fires, illegal drugs, murders and suicide COMBINED; and
Whereas, cigarette smoking is the leading preventable risk factor for heart disease and is the leading cause of death in the United States and in Iowa City and Coralville and Johnson County; and
Whereas, the benefits of quitting smoking are almost immediate; and
Whereas, former United States Surgeon General, C. Everett Koop, MD, will be visiting Iowa City on March 12 and 13; and
Whereas, Dr. Koop will be addressing youth, community members, and health care professionals on the health risks of smoking and tobacco use;
Now, Therefore, I, Jonathan Jordahl, Chair of the Board of Supervisors, do hereby declare March 12, 13 and 14 as "Breath of Fresh Air Days" in Johnson County, and encourage all citizens and businesses to recognize these days by being smokefree.
Motion by Thompson, second by Stutsman, to approve Proclamation 02-25-99-01.
RESOLUTION 02-25-99-01
AUTHORIZING WEIGHT EMBARGOES ON SECONDARY ROADS
Whereas: The recent weather conditions have caused soft subgrade and surface conditions to develop on some Secondary Roads, and
Whereas: It is deemed to be in the best public interest and welfare to preserve the road system in the best possible condition, and
Whereas: Sections 321.471, 321.472 and 321.473 of the Code of Iowa provide local authorities the right to restrict the weight of vehicles;
Therefore, Be It Resolved that an embargo be authorized where necessary on the Secondary Roads system of Johnson County. The Johnson County Engineer is authorized beginning 02-25-99 to restrict gross loads on certain sections of the road system showing extreme distress at this time. He shall be authorized to restrict all traffic to an 8 TON GROSS LOAD if necessary and to place temporary signs to comply with Section 321.472.
Motion by Stutsman, second by Duffy, to approve Resolution 02-25-99-01.
Motion by Stutsman, second by Thompson, to place on file the Clerk's Report of Fees Collected for the month of January, 1999, in the amount of $2,737.94, as submitted by Clerk of District Court Lodema Berkley.
Motion by Stutsman, second by Lehman, to accept the Recorder's Report of Fees Collected for the month of January, 1999, in the amount of $109,710.35, as submitted by County Recorder Kimberly Painter.
Motion by Stutsman, second by Lehman, to approve and authorize the Chairperson to sign a letter of support for Senior Center space needs.
Motion by Thompson, second by Stutsman, to appoint Kot Flora as the contact person regarding animal feeding operations, with Graham Dameron as alternate.
RESOLUTION 02-25-99-02
A RESOLUTION TO ADOPT THE 1999 JOHNSON COUNTY HOUSING NEEDS ASSESSMENT
Whereas, the 1999 Johnson County Housing needs Assessment was presented to the Johnson County Board of Supervisors on February 25th, 1999, and
Whereas, said assessment was prepared in accordance with the Housing Needs Assessment Manual provided by the Iowa Department of Economic Development, and
Whereas, said assessment identifies the county's housing needs, and
Whereas, said assessment outlines a housing plan that may be implemented by the community to meet housing needs, and
Whereas, an integral part of the plan is involvement of citizens in the development and implementation of the plan, and
Whereas, a housing needs assessment assists the community in securing housing funds and provides documentation of the need for such funds, and
Whereas, said plan is in the best interests of Johnson County, now therefore be it hereby resolved that the Johnson County Board of Supervisors does hereby approve and adopt the 1999 Johnson County Housing Needs Assessment this 25th day of February, 1999.
Motion by Thompson, second by Lehman, to approve Resolution 02-25-99-02.
Motion by Duffy, second by Stutsman, to re-appointment Eldon Moss to the Johnson County/Iowa City Airport Zoning Board of Adjustment for a term ending February 26, 2004.
