MINUTES OF THE FORMAL MEETING OF THE JOHNSON COUNTY BOARD OF SUPERVISORS:

MARCH 4, 1999

Chairperson Jordahl called the Johnson County Board of Supervisors to order in the Johnson County Administration Building at 9:05 a.m. Members present were: Charles Duffy, Jonathan Jordahl, Mike Lehman, Sally Stutsman, and Carol Thompson.

Unless otherwise noted, all actions were taken unanimously.

Motion by Duffy, second by Thompson, to approve the claims on the Auditor's Claim Register, as approved by a majority of the Supervisors.

Motion by Stutsman, second by Lehman, to approve the minutes of the formal meeting of February 25, 1999.

Motion by Thompson, second by Duffy, to approve the payroll authorizations submitted by department heads, as approved by a majority of the Supervisors.

Motion by Duffy, second by Stutsman, to approve and authorize the Chairperson to sign: a Renewal Application for Class B Beer Permit, and Application For Sunday Sales Privilege for Morse Community Club, Iowa City, as submitted by Marjorie Knepp.

Recessed at 9:52 a.m.; reconvened at 10:05 a.m.

Motion by Stutsman, second by Thompson, to reduce the Compensation Board's recommendation for FY2000 bi-weekly salary increases from 4% to 3% for all elected officials and their deputies.

RESOLUTION 03-04-99-B1

ADOPTING THE FISCAL YEAR 1999-2000 COUNTY BUDGET

Whereas, the Board of Supervisors conducted a public hearing on March 2, 1999 continued to March 4, 1999 whereupon the proposed fiscal year 1999-2000 county budget was presented to the citizens of Johnson County; and

Whereas, the citizens of Johnson County were invited to comment on the proposed fiscal year 1999-2000 county budget, as duly published in the official publications of Johnson County; and

Whereas, the Board of Supervisors appreciates the attendance at the public hearings and the comments from citizens who spoke at the public hearings, and encourages all citizens to be informed and participate in county government;

Whereas, the Board of Supervisors has carefully taken into consideration the opinions expressed at the public hearing.

Therefore, be it resolved that the fiscal year 1999-2000 county budget is adopted as per the Proposed County Budget Summary for fiscal year 1999-2000.

Motion by Stutsman, second by Lehman, to approve Resolution 03-04-99-B1.

Motion by Stutsman, second by Duffy, to approve and authorize the Chairperson to sign the contract and contractor's bond with L.L. Pelling Co., Inc. for bid received for Johnson County Asphalt Cement Concrete Paving Projects STP-S-52(48)--5E-52 (IWV Road from Black Hawk Avenue west approximately 1.9 miles to Iowa County), FM-52(50)--55-52 (140th Street from Ely Road east approximately 2.6 miles to Highway #1), and Asphalt Cement Concrete Resurfacing Project STP-S-52(49)--5E-52 (Wapsi Avenue from 520th St. south approximately 4.0 miles to Highway #22) for $1,540,805.22.

Motion by Lehman, second by Duffy, to authorize the Secondary Road Department to sell a hammer, leads, and two following caps (used for driving bridge piling) to Van Buren County for $4,000.

Motion by Stutsman, second by Duffy, declaring equipment as surplus property that is no longer of use to the County and authorize it to be sold at auction.

PROCLAMATION 03-04-99-01

MENTAL RETARDATION AWARENESS MONTH

Whereas, mental retardation is a condition which today affects more than 7 million American children and adults and their families;

Whereas, the most effective weapons for alleviation of the serious problems associated with mental retardation are public knowledge and understanding; and

Whereas, the potential for citizens with mental retardation to function more independently and productively must be fostered; and

Whereas, during the month of March, 120,000 members through 1,000 state and local chapters of The Arc, a national organization, on mental retardation are forging vital employment, educational, and fundraising campaigns under private sector initiatives; and

Whereas, The Arc/Johnson County is celebrating 42 years of service to families and individuals; and

Now, Therefore, I, Jonathan Jordahl, Chair, of the Johnson County Board of Supervisors, do hereby proclaim March, 1999 as

Mental Retardation Awareness Month

in this county, and urge that the citizens of this county give full support to the efforts toward enabling people with mental retardation to live productive lives and achieve their potential.

Motion by Thompson, second by Duffy, to approve Proclamation 03-04-99-01.
