Invalid write in votes include persons who did not over-vote but 1) connected the write-in arrow and did not write in a candidate, or 2) connected the write-in arrow and wrote in the name of a candidate printed on the ballot.  These votes are listed on our voting machine printout tapes as "write in," but according to the Code of Iowa cannot be listed in the official canvass of votes.  Persons who voted for more candidates than allowed by marking both the write in arrow and an arrow for a candidate are listed as "over" votes.

Note: Changes in the Iowa Administrative Code implemented in 2001 require that ballot readers reject over-voted ballots to allow voters another chance to correctly mark the ballot.
