Professional experience

1992-present: Chief Juvenile Court Officer, Sixth Judicial District. Develop and implement programming for delinquent juveniles in a six-county area. Supervise 30 juvenile court staff Administer court funds, state and county juvenile justice funds. Negotiate and monitor $1.83 million in service contracts with private providers. Design and implement outcomes research. Manage $1.8 million administrative budget.

1982-1992: Iowa Department of Human Services, Johnson County Director. Responsible for 40 employees; participated in county union contract negotiations, arranged staff training; community organization and planning. Program administration for AFDC, foodstamps, Medicaid, Social Services Block Grant, child and adult protective treatment services, and MH/MR/DD (Medicaid) case management services totaling $25.7 million annually. Managed an operating budget of $386,000; supervised purchasing; managed property; managed public relations.

1977-1982: Developmental Disabilities Administrator, Iowa Department of Social Services, Cedar Rapids District. Responsible for supervision of nine social workers; administration of social services to clients with developmental disabilities in a six-county area; budgeting, community development, public relations. Developed a case management system for community-based services based on individual program planning.

1974-1977: Adult Services Supervisor, Johnson County Department of Social Services. Responsible for service delivery system for elderly adults, adults with mental illness and persons with developmental disabilities. Duties included supervision, program administration, budgeting, public relations.
