Committee to Fill 2009 Vacancy on Board of Supervisors

On October 30, 2009, a statutory committee of the Johnson County auditor, recorder and treasurer appointed Janelle Rettig to the Johnson County Board of Supervisors to fill the vacancy created by the death of Supervisor Larry Meyers. Following the appointment, a petition was filed calling for a special election, which was held on January 19, 2010.

Timeline of events, minutes, agendas, and other materials

  • September 22: Death of Supervisor Larry Meyers.
  • September 25 Agenda, Minutes First meeting of statutory committee of the Johnson County auditor, recorder and treasurer. Under Iowa law, these officials are responsible for filling vacancies on the Board of Supervisors.
  • September 28 Agenda, Minutes Statutory committee unanimously decided to appoint a supervisor to fill the vacancy, and sets application deadline of 5 PM Friday, October 16. Committee tentatively schedules appointment for a meeting at 10 AM Wednesday, October 28; this date is later changed to accommodate an applicant's availability for an interview. Interested eligible electors who resided in Johnson County for 60 days prior to appointment were eligible to apply.
  • October 16: Application deadline; 16 applicants for position.
  • October 20 Agenda, Minutes Committee chooses eight applicants to interview and agrees to set of interview questions. Interview schedule:
    • Maison Bleam: 9 a.m. Thursday, Oct. 22
    • Mike O'Donnell: 10 a.m. Thursday, Oct. 22
    • Kenya Badgett: 11 a.m. Thursday, Oct. 22
    • Michael Lehman: 9 a.m. Friday, Oct. 22
    • Janelle Rettig: 10 a.m. Friday, Oct. 22
    • Gregory Pickett: 11 a.m. Friday, Oct. 22
    • Cami Jo Rasmussen: 2 p.m. Friday, Oct. 22
    • Edgar Thornton: 2 p.m. Thursday, Oct. 29
  • October 22 Agenda, Minutes Interviews with Bleam, O'Donnell, and Badgett.

  • October 30 Agenda, Minutes Review of interviews.  Janelle Rettig appointed on a motion by Auditor Tom Slockett, seconded by Recorder Kim Painter. The vote was two to one, with Slockett and Painter supporting Rettig and Treasurer Tom Kriz supporting Mike Lehman.
    Supervisor Rettig was sworn in at 4 PM at the Johnson County Courthouse, 417 S. Clinton St., Iowa City, in courtroom 3A.
  • November 6 Agenda, Minutes (Meeting to approve Oct. 29 and 30 minutes)
  • November 13: Deadline for petition calling for special election, 14 days after the appointment. Petition with 7,810 valid signatures filed requesting special election, exceeding the requirement of  7,299 signatures (10 percent of the presidential vote in the 2008 general election).
  • November 13 Agenda, Minutes 5 PM: discussion of special election; date set for Jan. 19, 2010.
  • November 20 Agenda, Minutes (Meeting to approve Nov. 13 minutes)
  • December 3: Democratic Party convention nominates Rettig.
  • December 5: Republican Party convention nominates Lori Cardella.
  • December 28: Filing deadline for special election; nominated by petition candidate James Knapp files.
  • January 19, 2010: Rettig wins special election.

Meyers' term was scheduled to run through December 31, 2010, and special election winner Rettig will serve through that date. Had Rettig lost the special election or not been a candidate, the election winner would have taken office immediately following the canvass of the special election, on January 26, 2010.

Had there been no election, the appointment would have run through the canvass of the November 2, 2010 general election (on November 8 or 9, 2010).

Two supervisors will be elected to four year terms in the November 2, 2010 general election.

The annual salary of a Johnson County Supervisor, as determined by the Johnson County Compensation Board,  is $51,017.46.
