Annexed Precincts, 1992-2001

Four precincts in Johnson County were divided between two state legislative districts during the 1990's.  This did not affect where voters went to vote on Election Day, but did change the ballot a voter received.

Legislative District Boundaries

The state legislature defines the boundaries of Iowa's legislative districts after each census, and these boundaries become part of the Code of Iowa.  The districts from which legislators were elected from 1992 to 2000 were drawn in 1991.  Map of 1990s Johnson County Legislative Districts   The districts from which legislators will be elected in 2002 were approved on June 22, 2001.  More on redistricting including map of new districts

Only an act of the state legislature can change legislative district boundaries.  In many places, including parts of Johnson County, boundaries are defined as the city limits.  The law describing the legislative districts defines city limits as the boundaries on a set date: January 1, 1990 for the 1991 law and January 1, 2000 for the 2001 law.

How Annexed Precincts Occur

When a city annexes an area, the voting precinct for that area is changed.  For example, the Windsor Ridge area was part of Scott Township when the legislative districts were drawn in 1991, but became part of Iowa City Precinct 16 when it was annexed by Iowa City in 1993.

However, an annexation does not change the legislative district boundary.  The Windsor Ridge area remained part of State House District 46, even though most of Precinct 16 was in House District 45.

1991

Legislative district boundaries as defined in 1991 followed the 1990 city limits.

2000

Iowa City has annexed land across legislative district lines.  This has led to precincts that are split between two legislative districts.

2001

The 2001 district lines follow the new city limits.

While the boundaries of Iowa City changed between 1991 and 2000, the boundaries of the legislative districts did not change.

When new boundaries were drawn in 2001, the lines followed the 2000 city limits and eliminated the annexed precincts.  However, new annexations across the new district lines have created new annexed precincts.

In primary and general elections only, voters in the annexed areas received a slightly different ballot than other voters in the precinct.  The only difference was in which state legislative district appeared on the ballot.

The 2000 general election was the last election using the legislative districts drawn in 1991.  New precincts took effect on January 15, 2002 and these areas are no longer annexed precincts.  However, new annexations by Iowa City and Tiffin have created new annexed precincts.

Annexed Precincts During the 1990s Apportionment

Iowa City Precinct 12 (Grant Wood School)

Prior to the 1998 primary election, Iowa City annexed a portion of East Lucas South, now the location of Saddlebrook Estates.  Precinct 12 voters in Saddlebrook Estates were in Senate District 24 and House District 47.  All other voters in Iowa City Precinct 12 were in Senate District 23 and House District 46.

Shortly after the 1991 legislative redistricting act was approved, Iowa City annexed parts of Scott Township.  Annexations continued throughout the decade.

The boundary between House Districts 45 and 46 was defined as the 1990 city limits, so all areas annexed from Scott Township to Iowa City were in House District 46 even though the adjacent Iowa City precincts were in House District 45.

Iowa City Precinct 16 Annexed began with the 1992 primary, the first election under the 1991 redistricting plan.  It included the Scott Park Drive area and, after 1993, the Windsor Ridge area.

Iowa City Precinct 25 Annexed, along Hummingbird Lane, first existed in the 2000 general election.  Since the annexation occurred after January 1, 2000, and since the new legislative district line was drawn along the January 1, 2000 boundary between Iowa City and Scott Township, this area is again an annexed precinct.

City of North Liberty

Before the 1998 primary election, the City of North Liberty (in House District 49 in the 1990s) annexed a small portion of  Madison Township (which was in House District 50).
