2000 Election Calendar 

Three county-wide elections were held in 2000:


JANUARY

17 Martin Luther King Day - County Holiday.

19 Campaign Finance Disclosure Filing Date - Filed or postmarked by this date. (city, school, local ballot issue, county) [56.6(1a)] [56.6(1d)]

24 Precinct Caucuses, 7:00 p.m.  Locations in all 51 precincts set by political parties.
FEBRUARY

21 President's Day - County Holiday

28 PRIMARY - First day for partisan candidates for state and federal offices to file nomination petitions in the Office of the Secretary of State, 81 - 99 days before the election. [43.11(2)] [43.20(1a)] [43.20(1c)]

3 HIGHLAND SCHOOL  - VOTER REGISTRATION DEADLINE 11 days before the election, Friday, 5:00 p.m. [48A.9(1)]
(Though our office is open weekdays until 6:00 p.m., the 5:00 p.m. deadline is set by state law. Registrations received after 5:00 on this date will not qualify for the March 14 election.)

4 Republican County Convention, 9:00, City High, Iowa City.

6 PRIMARY - First day for partisan candidates for county and township offices to file nomination petitions in the county auditor's office, 69 - 92 days before the election. Democrats and Republicans require a minimum of 100 signatures.

25 Democratic County Convention, 10:00, City High, Iowa City (new location).

28 PRIMARY - First day to request an absentee ballot for the primary election, 70 days before the election. [53.2]

29 PRIMARY - Last day for the Secretary of State to certify candidates' names to the county auditors, 69 days before the election. [43.22]

29 PRIMARY - Last day for partisan candidates for county and township offices to file in the Office of the County Auditor by 5:00 p.m., 69 - 92 days before the election. [43.11(1)]

31 PRIMARY - Last day for candidates who have filed nomination petitions with the county auditor to withdraw, 67 days before the election. [43.16] [43.23(2)]


APRIL

4 PRIMARY - Last day political parties may designate to the county auditor a substitute candidate for another who withdrew or died on or before March 29, 2000, 63 days before the election. [43.23(2)]

14 WILLIAMSBURG SCHOOL  - VOTER REGISTRATION DEADLINE 11 days before the election, Friday, 5:00 p.m. [48A.9(1)]
(Though our office is open weekdays until 6:00 p.m., the 5:00 p.m. deadline is set by state law. Registrations received after 5:00 on this date will not qualify for the April 25 election.)

20 PRIMARY - Last day to submit a petition requesting a satellite absentee voting station, 5 p.m., a minimum of 100 signatures required, 47 days before the election. [53.11(1)]

25 WILLIAMSBURG SCHOOL - ELECTION DAY

27 PRIMARY - First day to vote by absentee ballot in the Office of County Auditor, 40 days before the election. [53.11].  Overseas and armed forces absentee ballots must be ready to mail. [53.39]

29 Republican Party Congressional District Caucuses, site in Linn County.


MAY

6 Democratic Party Congressional District Convention, Davenport.

17 PRIMARY - First day to publish notice of changes in polling places, 4 - 20 days before the election. [49.23]

17 PRIMARY - First day the county auditor may publish notice of the primary election and sample ballot. Publication must include full text of public measures, 4 - 20 days before the election. [49.53]

19 Campaign Finance Disclosure Filing Date. (school, county, local ballot issues appearing on 2000 ballots) [56.6(1a)]

22 PRIMARY - Last postmark date for alternate registration forms if received after May 27th deadline. [48A.9(3)]

22 PRIMARY - Certify list of precinct officials, 15 days before election. [49.13]

27 VOTER REGISTRATION DEADLINE. County auditor's office open Saturday from 8 a.m. until 5 p.m. for voter registration, early voting, and other election business. [48A.9(1)] [48A.9(2)]

JUNE

1 PRIMARY - School of instruction for pollworkers, 7 p.m., Montgomery Hall.

2 PRIMARY - Last day to publish notice of change of polling places if needed, 4 - 20 days before the election. [49.23].  Last day to publish ballot and notice of election, 4 - 20 days before the election. [49.53]

3 PRIMARY - County auditor's office open Saturday 9 a.m. to 5 p.m. for early voting and other election business. [47.2(5)]

5 PRIMARY - Last day to request an absentee ballot or vote early.  Satellite voting must end by 5:00 p.m.  Early voting continues at the Auditor's Office until normal close of business, 6:00 p.m.  Absentee ballots returned by mail must be postmarked by this date.

June 6:  PRIMARY ELECTION DAY

Polls open 7 a.m. until 9 p.m. [43.7] [49.73]

Vote at regular polling places.

  • Absentee ballot requests are delivered to hospitals and care centers for voters admitted within three days of election. [53.22(2)]

  • Absentee board counts absentee ballots.
  • Absentee ballots may be returned to Auditor's Office (not to a polling place) until the close of polls at 9:00 p.m.

8 PRIMARY - Special precinct board may convene no earlier than noon to begin to consider special ballots and absentee ballots that were postmarked before Tuesday, June 6 and received before noon on Thursday, June 8, 2000. [50.21] [50.22] [50.24] [53.17(2)]

9 Republican Party Congressional District presidential caucuses, Des Moines.

10 Republican State Convention, Des Moines.

12 PRIMARY - Special precinct board reconvenes to canvass absentee ballots that were postmarked before Tuesday, June 6, 1998 and received by noon on Monday, June 12. [50.22] [50.24]

13 PRIMARY - County Canvass of votes convenes. [43.49]

17 Democratic State Convention, Des Moines.


JULY

4 Independence Day - County Holiday Observed.

4 SCHOOL - First day to request an absentee ballot, 70 days before the election. [53.2]

10 SCHOOL - First day for candidates to file, 64 days before the election, File with school board secretary, Each petition must have at least 1% of the registered voters as of May 1, 2000 or 100 signatures, whichever is less.

Iowa City 100 signatures
Clear Creek Amana 45 signatures
Lone Tree 14 signatures
Solon 38 signatures

26 GENERAL - Last day for judges standing for retention to file declaration of candidacy in the Office of the Secretary of State, 104 days before the election. [46.20]

July 29-August 1 - Republican National Convention, Philadelphia.

31 GENERAL - First day for nonparty organizations and candidates to file nomination papers for state and federal offices in the Office of the Secretary of State, 81 - 99 days before the election. [44.4] [45.4]

AUGUST

3 SCHOOL - Last day for candidates to file (5:00 p.m.) 40 days before the election with the school board secretary. [277.4].  Last day to receive notification of special election to be held on the same date as the regular election, 5:00 p.m. [47.6]

4 SCHOOL - School board secretary delivers nomination petitions to County Commissioner, 1 day after last filing date, by 5:00 p.m. [277.4]

7 GENERAL - First day for nonparty organizations and candidates to file nomination papers for county and township offices with the county auditor's office, 69 - 92 days before the election. [44.4] [45.4] [45.1(5)]

Board of Supervisors, County offices: Minimum of 250 signatures.

Ag. Ext. Council = Minimum of 25 signatures [176A.8(5)]

Library Trustee = Minimum of 25 signatures [256.63]

Soil & Water Conservation = Minimum of 25 signatures [161A.5(3)]

Township Trustee = Minimum of 10 signatures [45.1(10)]

8 SCHOOL - Last day to withdraw by filing signed statement 35 days before the election, 5:00 p.m. [277.4]

10 GENERAL - Last day for candidates for state and federal offices who were nominated at the primary election to withdraw in writing to the Secretary of State, 89 days before the election. [43.76(1)]

14 SCHOOL - Last day to submit a petition requesting a satellite absentee voting station, 5 p.m., a minimum of 100 signatures required, 30 days before the election, 29 days due to the deadline falling on a Sunday. [53.11(3)] [47.4]

14-17 Democratic National Convention, Los Angeles.

18 GENERAL - Last day for nonparty political organizations to file nomination papers for state and federal offices for the general election in the Office of the Secretary of State including political parties' nominations to fill ballot vacancies, 5 p.m., 81 days before the election. [43.78(2)] [44.4]

23 SCHOOL - First day to publish notice of change of polling place if needed, 4-20 days before the election. [49.23].  First day to publish ballot and notice of election 4 - 20 days before the election. [49.53]

25 GENERAL - Last day for candidates for county office who were nominated in the primary election to withdraw in writing to the county auditor, 74 days before the election. [43.76(2)].  Last day for nonparty candidates who have filed nomination papers in the Office of the Secretary of State to withdraw in writing to the Secretary of State, 74 days before the election. 28 SCHOOL - Last valid postmark date for alternate registration forms received in the Auditor's Office after the September 1 deadline. [48A.9(3)].  Certify list of precinct officials 15 days before the election. [49.13]

29 GENERAL - First day to request an absentee ballot for the general election, 70 days before the election. [53.2]

30 GENERAL - Last day to file nomination papers for county offices in the Office of the County Auditor, which includes political parties' nominations to fill ballot vacancies, 5 p.m., 69 days before the election. SEPTEMBER

8 SCHOOL - Last day to publish notice of change of polling place if needed, 4 - 20 days before the election [49.23].  Last day to publish ballot and notice of election 4 - 20 days before the election [49.53]

September 12: SCHOOL ELECTION DAY

Hours: 7:00 a.m. to 8:00 p.m. Iowa City, Clear Creek Amana, Lone Tree and Solon.  Hours for other districts may vary.

Vote at school polling places.

Held the second Tuesday in September [277.1]

  • Absentee ballot requests are delivered to hospitals and care centers for voters admitted within three days of the election [53.22(2)]

  • Absentee board counts absentee ballots

  • Absentee ballots may be returned to Auditor's Office (not to a polling place) until the close of polls at 8:00 p.m.

13 SCHOOL - Special Precinct Board reconvenes to examine special ballots, noon on the day following the election [50.21]

15 SCHOOL - Canvass of votes, Friday after the regular school election. [277.20]

21 GENERAL - Last day to submit a petition requesting a satellite absentee voting station, 5 p.m., a minimum of 100 signatures required, 47 days before the election. [53.11(1)]

28 GENERAL - First day to vote an absentee ballot in the Office of the County Auditor, 40 days before the election. [53.11].  Absentee ballots must be ready to mail to overseas and military voters [53.39]


OCTOBER

2 SCHOOL - Campaign Finance Disclosure Filing Date, 1st of the month after election. [56.6(1d)]
