Policy: Declaration of Intent to Run for Johnson County Office
Candidates seeking non-party nomination or to be nominated by
petition
PURPOSE: This form and list are applicable to persons who file nomination
papers with the Johnson County Auditor’s Office while not seeking ballot
access through a legally recognized political party. Applicants will be allowed
to declare their intentions to be candidates in the general election at the same
time that officially recognized party candidates file nomination papers for the
primary election.
Iowa law defines political parties as organizations that had candidates in
the preceding general election who received more than 2% of the vote for
President or Governor. All other political organizations that place candidates
on the ballot are defined as "non-party political organizations".
Individuals may also be placed on the general election ballot as candidates
nominated by petition not labeled as a member of a political party or a
non-party political organization.
- Political party candidates for county office can file for the primary
election ballot as early as 92 days before the June primary election. No one is
elected to office in a primary election, as the purpose of the primary is to
nominate candidates of the legally recognized parties for the November general
election. Candidates nominated by petition or representing non-party political
organizations cannot file nomination papers until 92 days before the General
election. Thus candidates of the recognized parties may have official candidate
status as much as five months before candidates nominated by petition or by
non-party political organizations.
- At the beginning of the filing period for the primary election, individuals
who intend to run for Johnson County Office in the general election for which
the primary election selects candidates, but who will not be on the primary
election ballot, may file a "Declaration of Intent
to Run for Johnson County Office" at the Johnson County Auditor’s
Office. {Filing period begins 92 days before the primary election [43.11(1)]}
- This applies to Johnson County candidates for County Board of Supervisors,
County Attorney, County Auditor, County Recorder, County Sheriff, and County
Treasurer.
- The Johnson County Auditor will maintain a listing of those who have filed
a Declaration of Intent to File for Johnson County Office. The County
Auditor reserves the option to not place an applicant on a list of persons
who intend to be candidates for Johnson County Office or to remove a name
from the list if the application is thought to be frivolous or if false
information is provided on the application. All declarations will be
available for public inspection during office hours.
- Filing a Declaration of Intent does not constitute filing for office. To
be placed on the ballot candidates must file an Affidavit of Candidacy and
Nomination Papers during the appropriate filing deadlines. {Filing period

- Candidates can be removed from the list by signed written request to the
Auditor.
- This list will be maintained until the filing deadline for the general
