HIV prevention programs that go beyond the provision of information to provide education and counseling that assists individuals in developing the skills, abilities, and self-esteem to carry out behavior change that will reduce their risk for HIV infection.

No person will be excluded from participation, be denied benefits, or be otherwise subjected to discrimination on the grounds of race, creed, color, religion, political affiliation, national origin, sex, age, physical or mental disability, testing positive for human immunodeficiency virus, or sexual orientation.
