State of Iowa Child Care Assistance (CCA) Program

Child Care Assistance (CCA) is available to the children of income-eligible
parents who are absent for a portion of the day due to employment or participation
in approvable academic or vocational training or PROMISE JOBS activities.
Assistance may also be available for a limited period of time to the children of a
parent looking for employment or when the parent who normally cares for the child
is unable to do so due to hospitalization, or outpatient treatment for physical or
mental illness. Child care services are provided to people participating in activities approved under the PROMISE JOBS program and people who receive Family Investment Program (FIP) assistance if there is a need for child care services. PROMISE JOBS staff administer Child Care Assistance for child care needed to participate in PROMISE JOBS activities. |

To receive Child Care Assistance, you must fill out an application form.
If you have access to a printer, you can print an application from this website (see links below). Complete the application by hand then return it to the Johnson County Department of Human Services Office. Applications are available at the Johnson County Department of Human Services (DHS) office. You may pick up an application between 8:00 am and 4:30 pm Monday through Friday. |

| Who Can Care for My Child? | ||||||||||||||||||||||||||||||||
| You may choose a child care provider from a variety of arrangements. You can choose: | ||||||||||||||||||||||||||||||||
| • A licensed child care center, • A registered child development home, • A nonregistered child care home, • Someone who cares for your children in your own home (provided there are 3 or more children), • A before-and-after-school program. |

| What Must My Child Care Provider Do? | ||||||||||||||||||||||||||||||||
|
Your provider must be approved by DHS in order to receive payment from the CCA
program. Many providers are already approved by DHS to provide care for the CCA
program. If you do not know whether your provider is approved, ask your DHS CCA
worker (An Fevold in Johnson County) for assistance. If your provider is not yet
approved, DHS will provide you with the necessary forms to take to your child care
provider. |

want to make the best choice possible. The Iowa Child Care Resource and Referral
system can give you information on the different types of child care and how to
choose quality care so you can select the type of care that is best for your family.

Johnson County Empowerment Child Care and Preschool Assistance Programs
| School Ready Scholarships | |||
|
The School Ready Scholarship program offers assistance to parents in paying for a
quality pre-kindergarten educational experience for their child. Scholarships are
available for children ages 3, 4 and 5 who will be starting kindergarten during Fall
2007 or Fall 2008 and who meet eligibility guidelines. For more information, contact An Fevold at

Child eligibility: • Family income at or below 200% of federal poverty level • Age 3, 4 or 5 and scheduled to begin kindergarten Fall 2007 or Fall 2008 • Not eligible for State Child Care Assistance or Promise Jobs funding for this care • Child must reside in Johnson County Family Responsibility: • Families apply directly for the program • Families must obtain agreement from their child's care provider to accept Empowerment reimbursement • Families are responsible for following their contract with the provider • Families are responsible for any tuition and fees above what the School Ready Scholarship provides |
Early Education/Preschool Program responsibility: Each early education program will enter into a contract with Empowerment agreeing to: • Identify a quality rating measure, obtain the qualification, and provide that to Empowerment • Be reimbursed at their current rate • Collect from the family any fees assessed directly to the family • Provide Empowerment with performance measure data as required by the state |

| Continue Care | |||

The mission of Continue Care is to provide a seamless continuum of child development
and care that is both flexible and accessible to eligible parents who reside in
Johnson County. The Continue Care program provides financial support to help a family pay for its current cost of child care during the time the family is experiencing a change in its family situation. Support is intended to be time limited, usually lasting no more than three months. Funds from the Continue Care Program are only available if no other source of funding exists. Because you may be eligible for other funds, it is necessary for us to verify your income, and if you work or are a student. We also need information about your child care provider so we can send your provider the reimbursement. It is possible for you to extend your eligibility period by requesting partial payment while you pay the other portion. Financial assistance will be granted for the sole purpose of maintaining stability for a child in their current daycare arrangement during the time the family is experiencing a change in its family situation. Support is intended to be time limited, lasting no more than six months, and not a provision for ongoing child care. Funds from the Continue Care Program are only available if no other source of funding exists. It is possible to request partial payment while the parent pays the other portion. Providers are reimbursed at the rate the family is currently paying or is being paid on their behalf.

| Guidelines for Eligibility | |||
|
• Families must reside and service must be provided in Johnson County. • At least one of the children being served must be under 5 years of age. • Children must have attended child care within the last 7 days. • Families have up to 6 months in which to use their funding. Families may apply for funds only once during any 12 month period. • Children not yet in kindergarten are eligible for up to $1,000; school-age children are eligible for up to $500. • Funding is available for child care service only. • Service providers will be required to have a completed criminal history check on file. • Graduate students are not eligible. All other students are eligible only if there are no other funds available to them. • Service providers will be required to meet the guidelines as a DHS non-registered provider. • Families must meet income guidelines of 185% of federal poverty level or less. • Funding is available to families who are experiencing a temporary change in family circumstance. Families must meet income guidelines. |
